UPU & IPS Web • Established in 1874, the Universal Postal Union (UPU), with its headquarters in the Swiss capital Berne, is the second oldest international organization worldwide. • With its 192 member countries, the UPU is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services. • In this way, the organization fulfils an advisory, mediating and liaison role, and provides technical assistance where needed. • It sets the rules for international mail exchanges and makes recommendations to stimulate growth in mail, parcel and financial services volumes and improve quality of service for customers
The Postal Technology Centre is the operational arm of the “Telematics Cooperative” one of UPU constituents. • It develops the a range of technological applications and software solutions for UPU member countries. • The PTC applies advanced technology to postal structures and equipment, thus ensuring their efficiency in an increasingly competitive market.
The PTC manages 3 main activities: Post*Net • The worldwide electronic Postal communication network enables postal operators worldwide to exchange standard EDI messages. • The POST*Net network, which provides monitoring services and an integrated warning system to signal problems, a track-and-trace system, and postal remuneration and billing, offers cost-based pricing that is in line with the country's level of development.
IPS, International Postal System • IPS is an integrated international mail management system. • It provides end-to-end tracking of items, receptacles and dispatches as well as automated processing of dispatches, track and trace, EDI messaging.
IFS, International Financial System • IFS is a software application for international money order services. • International money order processing via EDI is covered at every stage, from international standard billing to monitoring and quality-control measurement using an advanced data encryption technique supported by its own public key infrastructure (PKI).
The Postal Technology Centre of the UPU in cooperation with several postal enterprises around the world developed the International Postal System (IPS) in 1995. • IPS is an integrated international mail management application that combines mail processing, operational management and EDI messaging into one application.
IPS provides a means for postal enterprises to have an accurate and comprehensive view of their mail movement covering every point between origin and destination, including transit offices of exchange, international carriers, and handling through Customs. • Feedback from users is evidence of the quality and performance of IPS. • The purpose of IPS is to help Posts to improve the quality of their international mail service through comprehensive measurement of the mail delivery cycle and end-to-end monitoring of items, receptacles and dispatches.
IPS supports All classes of international mail, EMS Letters, Parcels, All categories Air, Surface, Air-Lifted Surface (SAL) International and Domestic mail. • IPS supports full inbound and outbound mail management functions, including: • Item and receptacle bar code scanning Route scheduling Automated dispatch handling Automatic printing of standard UPU labels and documentation

The International Postal System Web Client(IPS Web Client ) designed to facilitate data entry of booking, attempted delivery and final delivery particulars of International Registered, EMS articles and International Parcels. • Department will earn more revenue and avoid penalty, if the prescribed procedure to enter booking/delivery particulars of international articles is followed.
