OUTREACH 15% of office time to be spent in outreach 100% of time of CAS to be outreach Partnerships: 5 Alliances: 8 Tom Staggs, VPP Coordinator, 52 VPP STAR Sites in Arkansas
INSPECTION PROGRAMS • Old and continuing Amputations Specific Site Targeting (SST) Specific Site Targeting for Employers with less than 40 employees • New Special Emphasis These are Regional Emphasis Programs (REPs)/National Emphasis Programs (NEPs) established due primarily to high rates of fatalities or accidents.
Construction (old & new) • At least 50% of inspections still to be construction SICs • Still using Dodge Report site • More emphasis being placed on “referral” type inspections • More emphasis on Residential Construction (RESCON) • Have conducted 110 construction inspections.
Oil and Gas Well Drilling • Tremendous increase in oil and gas well drilling • Scheduling to be done basically by dividing state into zones. Do certain number of inspections within one zone, then move to another • CSHOs have received special training in oil and gas well drilling, even some hands-on training • LRAO has conducted nine of these inspections • LRAO working on partnerships with major companies in state.
Logging and Sawmills • Most larger sawmills in state have been inspected within the past ten years • Difficulty in establishing objective criteria for scheduling inspections • Working through larger sawmills, pulp and paper mills to contact loggers for outreach training • Have not conducted any so for this year • Ship building and ship repair – none in Arkansas, so we aren’t doing this one.
National Emphasis Program-Refineries • National Directive has been issued • Two refineries in Arkansas • CSHOs assigned to conduct these inspections have received intensisve training, and a team will a CSHO/Team Leader experienced in PSM/Refineries
-Nationally, OSHA is to conduct 60% of these inspections in FY 2008 and 40% in FY 2009. However, the LRAO will try to conduct both inspections in FY2008. • An NEP is scheduled to be issued soon covering PSM in chemical plants. After the refineries are completed, the inspections under this NEP will be conducted.
