Maximo 6 / Syclo in Northern Ireland Electricity Mobile Substation Inspections Sam Gibson C.Eng MIET IBM Pulse 2010 February 2010, MGM Grand, Las Vegas
Today’s Presentation • Northern Ireland Electricity (NIE) uses Maximo functionality to deliver asset management of its substation plant. • Maximo is key to the delivery of our work programme. • Implementing a mobile solution for substation inspections using Maximo and Syclo. • Future development of mobile working into other areas within NIE, using Maximo and Syclo.
Northern Ireland • Northern Ireland, part of the UK, population of 1.7M people. Capital city is Belfast, with a population of 580,000. • Traditional industries: agriculture, textiles, shipbuilding and aircraft manufacture. • Significant economic growth following thirty years of political unrest. • Famous for…Bushmills Whiskey, the Titanic, Harry Ferguson, the pneumatic tyre, CS Lewis, the de Lorean, and golf! • Modern industries: tourism, IT, aerospace and pharmaceuticals.
Northern Ireland Electricity • NIE is part of the Viridian Group, owned by Arcapita. • Viridian turnover was £2250M in 2009, with NIE contributing regulated income of £233M. • NIE has sole responsibility for Transmission and Distribution of electricity to 800,000 customers in Northern Ireland. • NIE Infrastructure (the wires business) includes Customer Operations, Lines & Cables Product, and Plant Product.

Plant Product • Designs, constructs and maintains substations (switchyards) across Northern Ireland. • Installed network:- • 9 x 275/110 kV (with 2 new sites planned) • 41 x 110/33kV (with 3 new sites planned) • 210 x 33/11kV • 8,500 Secondary Distribution (Ground Mounted) • Determines maintenance policy. Moving towards RCM / CBM policies and practices. • Maximo as Asset Register / Work Management system.
Maximo in Plant Product • Introduced as version 3 in 1997 to bring together Distribution data (up to 33kV) from 3 legacy databases. • Upgraded in 1999 for Y2K compliance to version 4. • Transmission data (110kV and 275kV) transferred from En Garde in 2002. • Integrated with Job Management System in 2004. • Delivered via Citrix in 2005. • Upgraded in 2008 to version 6.2.1 (pending 6.2.4) • Around 20 pending projects to further harness Maximo.
Sam Gibson • Primary role as Manager, Asset Group, developing Maintenance Policy, and managing delivery of maintenance to all NIE substation plant and equipment. • Electrical Engineer / Six Sigma Black Belt. • Part of the original team delivering version 3. • System administrator / sponsor. • Committee member Maximo UK & Ireland User Group.
Version 6 upgrade • 3 stakeholders…NIE, IBM and Northgate Information Systems (NIS), the desktop provider for NIE. • Implemented in IE6 within a Citrix environment. • Circa. 50 users, across 7 locations. • Upgrade drivers…IT resilience, legislative requirements, jumping off point for further development. • Significant issues with upgrade…went live in June 2008, but issues only finally to be resolved with imminent patch to 6.2.4! • Mobile project delayed until core system stable.
Mobile Inspections • Replaces 10,000 paper inspections per year. • Initial deployment of 20 devices. • Digital image collection, for immediate action on defects. • 3G infrastructure, backed up by docking as required. • Maps, diagrams, ISO procedures in the field. • First pass removes clerical resource requirement of 1.5FTE.
Project Drivers • Large number of existing defects in system from paper based inspections. • Defects attached to SITE level and not specific locations or assets. • Defect coding included in Work Order description as free text. • Significant risk of asset failure due to defects not being addressed. • Little visibility of critical risks among ‘white noise’ of volume of defects.
Mobile solution options • Syclo. • Maximo Mobile. • 3rd party software. • Desire for low risk option. • Experience of integrating with Maximo 6 critical. • Functionality needed is diverse. • Communications…3G, docking…or TETRA?
Project Structure • NIE project managing. • Competitive tender issued. • NIS in support role around IT / communications infrastructure. • 3 main bidders…all IBM Maximo partners. • Contract awarded to Vetasi. • Experience of Syclo / version 6 implementation a key.
Choice of Device • Screen size…suitable for maps / documents. • Ruggedness. • Battery life…want to achieve a full working day. • Camera facilities. • Communications options. • Security options. • Operating system. • Weight.
Motion F5 • Semi-rugged. • Excellent handwriting recognition. • With spare battery, full day working. • Integrated camera. • Integrated 3G / GPRS and • docking with wireless option. • View Anywhere display. • Vista or XP. • Solid State Drive.
Hardware Architecture • Maximo hosted by NIS. • Currently on 3 servers…application, database, and reporting. • New server purchased for Syclo (although could have been installed on reporting server). • New server in ‘DMZ’. Firewalls either side. • All under Disaster Recovery protocols. • Maximo soon to be virtualized.
Hardware Architecture Syclo Server Maximo Database Server Internal Firewall External Firewall
Solution Design • Routes object built and integrated with Maximo to generate Route from location hierarchy. • Multiple ‘transparent’ inspections per site, one for each location / asset. • New defect Work Orders based on inspection Job Plan tasks. • New Work Orders use Failure Code to identify defect. • Inspection routine presents existing defects to user for confirmation.
Preparatory Work • Existing defect Work Orders cleansed, and re-allocated (from site to location / asset). • Location and asset hierarchies rebuilt to provide a one-to-one relationship for locations and assets. • Location hierarchy simplified at indexing level. • All above applied to clean copy of live database. • Syclo pointed at development server.
Solution Design (2) • For each new defect, user can choose to take digital image(s). • Site attributes confirmed…or updated from Maximo domains. • Assets for each site displayed…user can record where asset data is incorrect. • Incorrect assets workflowed as report to clerical support. • Inspections issued via Assignment Manager.

Defect Management • Coded, rather than free text, output from Syclo. • Defects attached to relevant assets and locations. • Escalations and Workflow used to route defects to the relevant resource. • Where defects are not resolved, Maximo provides escalation through the organisation. • Currently poor visibility of defect; some of these defects will be safety critical. • Longer term – integrated GIS to allow effective area working.
Future work • Extend inspections to cover large sites (9 only). • Consider use of Service Requests for defects rather than Work Orders. • Develop use of Maximo priorities. • Implement all substation maintenance on mobile devices. To include field entry of test results and measurements. • Embed mobile working in ISO Quality Procedures. • Move to a digital radio platform, TETRA, for resilience and leveraging of existing corporate communications.
Conclusions • Maximo 6 provides the right platform for integrating a mobile solution. • Syclo provides the functionality and connectivity to effectively mobilise our inspection workforce. • Mobile working elevates basic inspection tasks to new levels. Defect capture, prioritisation and resolution all gain major improvements. • Why are we using a mobile solution – to reduce system risk and cost of inspection / defects processes - achieved!
