Watercolor effect. Eddie schwer Period 2. Step 1. Find a picture. Step 2. Make 3 copies of the picture. Step 3. Turn off the first two layers. Step 4. Select layer 1. Step 5. Apply the cutout filter. Step 6. Change blend mode to luminosity. Step 7. It should look like this.

  2. Step 1 • Find a picture

  3. Step 2 • Make 3 copies of the picture

  4. Step 3 • Turn off the first two layers

  5. Step 4 • Select layer 1

  6. Step 5 • Apply the cutout filter

  7. Step 6 • Change blend mode to luminosity

  8. Step 7 • It should look like this

  9. Step 8 • Select the layer above 1 and add dry brush effect

  10. Step 9 • Change blend mode to screen

  11. Step 10 • Select the top layer and apply the median filter and change the blend mode to soft light.
