  3. Inter and Intra-Municipal Cooperation • Continue to Use Criteria for Funding to Drive Inter-municipal Cooperation • Allow for Single Entity to Cover Multiple MS4s • Involve all Stakeholders in Projects to Reduce Loadings

  4. Retrofits • Define How Bubble Would Apply • Improve TMDLs to Include Allocations by MS4 • Define How TMDL Off Ramps Would Occur • Deadlines and Defined Numeric Reductions • Require proposals on IUP for discharges to 303d

  5. Public Participation • Post Construction NOI Information in Publicly Available Location • Site Owners make SWPPPs Available for Public Review and Copying • Site Owners Post Inspection Reports on Web for Larger Sites • Allow for Public Review of NOIs in MS4 Permit Renewal • SWMP Plans Available for Public Review

  6. Numeric Effluent Limitations • Coordinate Requirements in the Construction Permit with Effluent Limitation Guideline • Include Prescriptive BMPs from ELG in Erosion and Sediment Control Standards

  7. MS4 Funding • Reform NYS Laws for Municipal Funding – e.g. Stormwater Utilities

  8. Steep Slopes and Riparian Buffers • Use a USLE Map to Show Where Projects are Ineligible for General Permit • Update Erosion and Sediment Control Standards to Address Steep Slopes • Include Riparian Buffers in NYS Stormwater Management Design Manual

  9. Other Impaired Waters Issues • Adjust On-Site System Requirements • Add Oscawanna and 27 LI Embayments
