  3. The years of building the air traffic servicesin Bulgaria The “Aerial Communications Directorate” was established by the Council of Ministers on 27 December 1946

  4. Before 1969 “Air Traffic Services” was a department of the “Bulgarian Civil Aviation” State Holding Company On 03.02.1969 “Air Traffic Services” was established as a Directorate of the “Bulgarian Civil Aviation” State Holding Company, with a separate structure and budget Air Traffic Services

  5. Safety started to matter… In the course of the past decades BULATSA provided services from 2 ACCs, 3 APPs and 12 TWRs

  9. Design Phase started 1996 Permission for use of the CNATCC building obtained in 2001 BULATSA Headquarters moved to their new offices in 2002 Sofia ACC and Sofia APP moved to their new common OPS Room in 2004 Common National ATC Centre (CNATCC)

The CNATCC Development • Commencement of operations of the automated ATM System (SATCAS) in January 2005 • Provision of advanced system functionalities compliant with the ECAC reference levels • Provision of Area Services for Sofia FIR (comprising the former Sofia FIR and Varna FIR) as of February 2008 • Planned provision of Approach and Tower Services in both Burgas and Varna airports in mid 2009 • Planned complete hardware upgrade at the beginning of 2010

  11. SATCAS System • 28 civil and 4 military controller working positions • Flight data processing working positions • Working positions for AMC, FMP, FIC, supervisor, etc. • Test and development section • Full replica simulator

Identical equipment at the executive and planning working positions Redundant configuration in the major subsystems Triple backup of the safety critical subsystems Possibility for 50% extension in terms of working positions Capacity sufficient to meet the projected traffic demand by 2020 SATCAS System (2)

  13. The new ATM System is considered presently the most advanced system in Europe, in terms of functional capabilities, performance, reliability and safety

Danube FAB – a project of Bulgaria andRomania • Common project between the two service providers in Bulgaria (BULATSA) and Romania (ROMATSA) • Full endorsement from the two governments • Implementation of the SES regulations related to the establishment of Functional Airspace Blocks (FABs) for the airspace of Bulgaria and Romania
