    3. 3 The logic of changing strategies Not just a matter of fashion. A cyclical rational process – starts with ‘facts’ of situation; gives rise to theories and to new policies; policies affect situation; hence new ‘facts’. There is a dialectical or cyclical interaction between events, thought, policies and events.
