  10. Continuation of this presentation • Generic Information about the European Railway Agency (ERA) • European Railway Legislation / Standards • What is interoperability in railways – especially in the contexts of IT Helping European Railways Transition to the Digital Future through Cooperation

  11. European Rail Legislation • The EU approach: • Creating a common European railway area • The cornerstones of the EU approach to improve the performance of rail transport are: • Open access in rail transport to favor competition and create incentives for product innovation and service quality • Fostering the interoperability of the national networks (and hence international services) through technical harmonisation • Develop a common rail safety approach to facilitate market access while maintaining a reasonably high level of safety • Develop the trans-European Network for rail Helping European Railways Transition to the Digital Future through Cooperation

  12. European Rail Legislation Above interoperability recommendations of the ERA are presented to and voted by the “Railway Interoperability and Safety Committee” (RISC) which is chaired by the Commission and attended by 27 EU Member states (+ Norway [+ Switzerland]) and by ERA. The recommendations will be – after positive vote by the “Railway Interoperability and Safety Committee” – at the end of the day European law and published in the Official Journal of the European Union: they will be binding law, addressed to appropriate bodies (such as Member States, RUs, IMs, Ticket Vendors etc.) The “TelematicsApplications for Passengers - Technical Specification for Interoperability” (TAP TSI) are published on 12.05.2011 in the official journal of the EU. That means that the TAP TSI is an European Law. The Telematics Applications for Freight – TechnicalSpecification for Interoperability (TAF TSI) ispublished on the 18.01.2006 in the official journal of the EU. That meansthat the TAF TSI is an European Law. Recommendation on RINF has been adopted on the 15th of September2011. It isthe European Law. 13. European Rail Legislation continues mainly with passenger traffic • The drafting of the TAP TSI is required by the European legal documents: • Directive 2008/57/EC on the interoperability of trans-European conventional rail system (Annex II) • European Rail Passengers’ Rights Regulation EC/1371/2007 (Art 10 and Annex II). •  Above documents are publicly available at the EU web site • http://eur-lex.europa.eu/en/index.htm. Bothrecommended to betterunderstand TAP TSI Helping European Railways Transition to the Digital Future through Cooperation

  14. European Rail Legislation • European Rail Passengers’ Rights Regulation EC/1371/2007 - - Art 10: Helping European Railways Transition to the Digital Future through Cooperation

  19. Interoperability ? Helping European Railways Transition to the Digital Future through Cooperation

  20. Purpose of TAP TSI • The Technical Specification for Interoperability on “Telematics Applications for Passengers” (TAP TSI) drafted by ERA prescribes protocols for the data exchange of • timetables, • tariffs, • reservations, fulfillment • Information to passengers in station and vehicle area • train running information, • etc • which must be respected from 2011 by the European rail sector (railways, infrastructure managers, ticket vendors etc) according to the European Rail Passengers’ Rights Regulation EC/1371/2007 and to the Interoperability Directive EC/2008/57. Helping European Railways Transition to the Digital Future through Cooperation

  21. Technical Documents of TAP TSI Some UIC-leaflets have been transferred to ERA Technical Documents in TAP TSI B.1, B.2, B.3, B.4, B.5, B.6, B.7, B.8, B.9 and B.10. ERA Technical Document B.30 is derived from the TAF TSI (Telematics Applications for Freight) RU/IM train movement messages. These ERA Technical Documents (and underpinning ERA TAP Passenger Codelist) are annexes of the TAP TSI, thus, legally binding message interfaces for timetables, tariffs, reservations, fulfilment, and train running information. All Technical Documents were published on 12.05.2011 at ERA’s website at http://www.era.europa.eu/Document-Register/Pages/TAP-TSI.aspx . 23. TAP TSI - timetable data Purpose: - Exchange of timetable data Other RU’s RU Public bodies and 3rd parties Helping European Railways Transition to the Digital Future through Cooperation

  24. TAP TSI - timetable data • Conditions: • Annual timetables must be published at least two months in advance • Timetable changes must be published at least 7 days in advance • How: • technical document B.4 • See: • Connection to path request from RU to IM • Publishing of Network Statement by IM Helping European Railways Transition to the Digital Future through Cooperation

  25. TAP TSI - tariff data • Purpose: • Exchange of tariff data * • * For international and foreign sales Other RU’s RU Authorized public bodies 3rd parties Helping European Railways Transition to the Digital Future through Cooperation

  26. TAP TSI - tariff data • Conditions: • RU’s shall provide their tariff data to other RU’s, third parties according to distribution agreements between them • tariffs must be published to authorized public bodies • How: • distance based fares based (technical document B.1) • yield-managed fares (technical document B.2) • reduction cards, supplements and special offers (technical document B.3) Helping European Railways Transition to the Digital Future through Cooperation

  27. 30. TAP TSI - Expectations • Standardised interfaces • the interfaces between the different subsystems are standardized and available for the public • can be used by other modes of transport • Better data quality • the data quality is a requirement for the data delivery (e.g. For Timetable data, tariff data) • Timeliness of data is also a requirement • Change management process (performed by ERA): • Each change of the interfaces described in the technical documents must be validated by a change management process • economic evaluation of each change Helping European Railways Transition to the Digital Future through Cooperation

  31. Further steps of TAP TSI • Implementation strategy (2011): • the rail sector organisations (e.g. RU, IM, ticket vendors) are drafting the master plan (incl. detailed IT specifications and governance) for the implementation of TAP TSI until May 2012 • The master plan include: • Implementation activities • Migration plan • Detailed milestones/deliverables • Risk assessment of crucial phases • Assessment of total life cycle costs • The master plan shall be delivered to ERA which will assess it and make a recommendation to DG MOVE • DG MOVE – based on ERA’s recommendation – shall take the necessary measures to amend the current TSI Helping European Railways Transition to the Digital Future through Cooperation
