What is Enterprise Applications Services ? • Enterprise Applications Services are comprehensive services for Enterprise Applications operations, maintenance, enhancement and end-user support. under OCIO’s I3P. It supports a broad range of key Business and Mission- Supporting platforms, application s and infrastructure used across the Agency., such as financial management, procurement, logistics and travel management.
What is EAST? The Enterprise Applications Service Technologies (EAST) contract is a firm-fixed-price contract to provide support to the NASA Enterprise Applications Competency Center (NEACC). Those services previously provided to the NEACC under a cost-plus-award-fee UNITeS contract were transitioned to the EAST contract effective February 1, 2011.
Enterprise Applications Services Technologies Contract Vehicle • The Enterprise Applications Service Technologies (EAST) is a firm-fixed price contract to provide support to the NASA Enterprise Applications Competency Center (NEACC). • Base Period of Performance: 2/1/11 – 1/31/13; Value $85.64M • Option Period 1: 2/1/13 – 1/31/15; Value $85.04M • Option Period 2: 2/1/15 – 1/31/16; Value $43.25M • Annual Contract Value for the basic contract is as follows: • The contract also has an ID/IQ feature which has a $100M limit over the life of the contract. Total contract value is $314M.
Basic EAST Information • The EAST contract includes an approach for measuring capacity and throughput in terms of Application Points. • Contractor-provided systems enable planning and tracking work at a granular level, and reporting at various granular or summary levels. • The contract has established upper and lower limits (bands) for monthly throughput for both maintenance and enhancement work. There is also a ID/IQ task order capability to acquire new application development. • The contract Scope of Work incorporates separate Performance Work Statement (PWS) elements for applications maintenance and applications enhancement. • Provisions in the contract allow for pricing adjustments in case throughput falls outside the established bands. • The contract includes additional service level standards which complement standards already in place with NASA product owners and Centers. • A six-month stabilization period will provide actual operational data for making adjustments to bands and Application Point assessment criteria.
