What PRPA is doing to ensure reliability for its customers….. • Lights On “8760” • Generation – use contingency-based planning reserve • Summer peaking, steep load duration curve • Rawhide peaking resource addition(s) • Transmission – use HIGH load forecast for planning • Margin for delayed construction or actual loads > forecasted • 230 & 115 kV, new & upgraded, overhead & underground • Load Delivery Points – require loop service and full breaker isolation • 7 new 115 kV delivery points (1 new sub, 6 existing subs) • Reactive power resources - meet summer peak demand plus reserves

  5. …And through the Foothills Planning Group… • Plan for load growth along I-25 corridor and surrounding communities • Coordinate needs and plans with those of WAPA, PSCo, and TSGT, new interconnections • Rebuild single-ckt 115 kV lines on existing rights-of-way to double-ckt 230 kV capable lines, multiple ownership • TOT 7 short- and long-range studies • A northern Metro Denver import path for PSCo • Voltage stability studies of this importing region

  7. TOT Plans….. • Move weak link for TOT 7 away from the heart of PRPA load-serving area • No need to increase TOT 5 capacity for Craig resources • No part of TOT 3

  8. Some challenges to building infrastructure….. • Achieve an optimum route and design while maximizing both reliability and public acceptance • New right-of-way for overhead is time-consuming, can vary by County, can jeopardize in-service date • Rebuild two circuits of higher voltage on right-of-way where one circuit exists • PRO: Good steward of land use • PRO: Generally better received by public and quicker to build • CON: Reliability risks during construction and less route diversity • CON: Encroachments can alter line design or route • “Scope Creep” from overhead to underground
