  3. Introduction • City is conglomerate of several activities and history • A high level of economic activities • Different land uses/ pattern • Dynamic and susceptible to change in size/activities • Must be sustainable

  5. The Mega city • A city which has overgrown in size, population and demand for more infrastructure • Designed with satellite towns to ease pressure on the city centre

  6. Basic criteria • Planned urban environment with infrastructure • Strong economy reflective of standard of living • Good health programme • High life expectancy • Good governance

  7. The city of Port Harcourt • Capital of Rivers State of Nigeria • Established in the 1920s • Nigerian’s oil and gas capital • High population, lack of space, decaying infrastructure, waste management problem, unemployment etc

  8. Housing Development • Housing as provision of functional shelter for man • It has socio-economic benefits • It involves the engagement of many professionals • Capital intensive • Requires institutional backing and regulations • Proposal has high, med high, medium, mid low and low

  10. Channels of housing delivery • Packaged Deal consortium – by professionals (requires the formation of a company for development. This company aligns the visions of stakeholders in developing a high level city configuration and master plan, it also articulate the finances of the project in phases on the bases of self sustenance and growth and at the same time finding the appropriate profitable end users through market analysis. • Joint venture – equity contribution and shared profit

Role of the Estate Surveyor • Provide advise on site selection • Prepare feasibility and viability appraisals of housing development schemes • Sourcing of funds on large housing schemes on behalf of clients • Acts project team leader • At post construction stage he takes charge of the management and maintenance to ensure the property continues to command the economic rent and prestige to the property owner

Role of the planner • To prepare development plan • Participate in the implementation of the plan • Surveying existing densities to ascertain degree of comfort • Ascertain the range and variety of dwellings • Determine occupancy ratio • Physical enumeration of obsolescence of structures • To recommend a course of action for rehabilitation or redevelopment scheme • Estimation of future needs and survey of existing density against expected influx

Concluding reflections and recommendation • Mega cities will remain a mirage without the integration of all the professionals in the built environment. • Estate surveyors and valuers and town planners are the land use advisers as they formulate, coordinate and control the orderly development of cities to enhance high degree of comfort and quality of life. • The role public participation at all stages can not be over stated as public involvement will ensure satisfactory, credible and sustainable urban development.
