Illinois Student Assistance Commission Program Update September 28, 2010
Commission Meeting Report • The Commission approved all items as they appeared in the Agenda Book at the September 24 meeting • Next Commission Meeting is scheduled for November 19 at Prairie State College in Chicago Heights
Budget Update • Governor’s Office of Management and Budget has directed ISAC to meet a $9 million reserve from its program allocations for FY2011, with no reduction made to MAP • In determining how to comply with this directive, ISAC followed two key principles (the same ones used to allocate its initial apppropriation): • To minimize the financial impact to students • To make the reductions uncomplicated to explain and implement
Budget Update • Therefore, funding allocation changes were made to the Illinois Veteran Grant, the Illinois National Guard Grant, and the Minority Teachers of Illinois Scholarship programs as follows: • IVG - Funding for institutional reimbursement is eliminated, although payment claims must still be submitted to properly assess eligibility units for veterans. • ING - Grants for fall term will be reimbursed at 100%, with spring term claims prorated at an amount determined after fall term payments are processed. • MTI – Sufficient funds were allocated to make awards to renewing applicants and a limited number of new applicants.
Legislative Update Several bills affecting higher education have become law:
New Programs • John R. Justice Student Loan Repayment Program • Governor’s office designated ISAC as the state’s administrator of this new federal program • Designed for attorneys working in criminal cases as prosecutors and public defenders • Illinois’ allocation for FY 2010 is $365,309 • Illinois maximum annual award is $4,000 • First round of awarding will occur after Sept. 30
Proposed Rules Amendments • Robert C. Byrd Honors Scholarship Program • Amendments being proposed to be in effect prior to selection of 2011-12 scholars • Main changes being proposed are: • Component of the formula regarding class size and rank is being modified to achieve more equity within each geographic district • If not already selected, a student who ranks first in his/her class, has a perfect GPA and standardized test score will be given first priority through the at-large category • Geographic districts are being updated with more current population data.
Proposed Rules Amendments • College Illinois! Prepaid Tuition Program • Addressing the expanded definition of eligible institution as authorized in Public Act 96-1282 • Modified to match the definition of “institution of higher learning” found in the Higher Education Student Assistance Act • Allows the Commission to judge out-of-state and for-profit schools to ensure they qualify as long as they meet standards (such as accreditation and maintenance of degree-granting programs) that are equivalent to those of an eligible institution in Illinois
2010-11 Program News • Monetary Award Program (MAP) • Payment processing is available in MAPnet • 7 a.m. to 10 p.m. (CT) • Records submitted by 7 p.m. will be processed that night and results will be available on the next business day. • Schools are encouraged to submit payment claims as early as possible • Also encouraged to make adjustments in a timely manner

2010-11 Program News • Teacher Education Scholarship Programs (TESP) • Golden Apple Scholars of Illinois • Awards were announced on August 30 • Illinois Future Teacher Corps (IFTC) • Awards were announced on September 2 • Minority Teachers of Illinois Scholarship (MTI) • Awards were announced on September 2 • Notifications have been sent to students and announcements rosters are available in My Zone • Due to limited funding, additional awarding is unlikely • Schools should continue to complete initial certifications in order to ensure that applicants receive appropriate notifications
2010-11 Program News • Teacher Education Scholarship Programs (TESP) • Payment request process available at My Zone • Monday through Friday, 7 a.m. to 7 p.m. (CT) • Users access must be set to security level 3 by the schools My Zone administrator in order to request, edit or update payment claims • Users who are not involved in requesting payment, but need to view certification, notification or payment information should be set to level 1 • Two components to online payment process • Payment Request Roster • Payment Authorization
2010-11 Program News • Teacher Education Scholarship Programs (TESP) • Payment Request Rosters • Students eligible for IFTC and MTI will only appear on the roster for which they are funded • Complete the updateable fields for all students listed on the roster for each program • Enrollment status, adjusted annual award amount, requirements not met • If a partially completed roster is submitted, the payment requests for students who were not completed on a roster must be submitted as a revision. • Once submitted, the roster is available for view only. • To make corrections or revisions, changes must be marked on a printed roster and faxed to School Services at 847.831.8549
2010-11 Program News • Teacher Education Scholarship Programs (TESP) • Payment Authorization • Provides payment results for students for whom payment was requested via My Zone • After ISAC has processed a Payment Request Roster and entered a voucher number and date into My Zone, the Payment Authorization Report can be viewed online, printed or saved • Requests submitted on or before Monday will be available in My Zone the following Tuesday • Once payment authorization has taken place, there may be a delay in vouchers being paid by the State Comptroller's Office • Reports will remain available for the entire academic year.
2010-11 Program News • Illinois Veteran Grant • Claims processing for the fall term began on September 16, 2010 • Fall claim deadline date is January 15, 2011 • Claims processing for the spring term will start on January 16, 2011 • Spring claim deadline date is May 25, 2011 • Schools will receive a “F” code for payment requests submitted prior to the term’s processing start date
2010-11 Program News • Illinois National Guard Grant • Online application available • Deadline dates are: • October 1 – full year consideration • March 1 – spring and summer terms • June 15 – summer only • New announcement rosters are posted to My Zone as eligibility verification is received from the Illinois Dept. of Military Affairs • Check My Zone regularly for new rosters

Other Program News • 2009-10 Compliance Rosters • Enrollment Status Verification for Compliance data is expected to be available in My Zone in early October for the following programs: • Illinois Future Teacher Corps • Minority Teachers of Illinois Scholarship Program • Special Education Teacher Tuition Waiver • Nurse Educator Scholarship Program • My Zone administrator will need to make sure staff has appropriate access • Watch for e-message providing specific details

Program Payment Status • Use State Comptroller's Web site to track the processing of payments for ISAC programs • Vendor Inquiries screen provides the payment status descriptions and has an online instruction guide • Access the State Comptroller’s home page at: ww.ioc.state.il.us • Click on Vendor Payments from the left menu and select Entry Form • On the Vendor Payments page, enter the appropriate vendor taxpayer identification number (Federal Employer Identification Number or Social Security Number) to make a Vendor Inquiry • A summary of contracts and payments will display • Click on the Payments icon to view detailed payment information
