STEPS TAKEN BY PAMA • PAMA welcomes IUCN and its partners’ initiative for organizing this WORKSHOP in Karachi • Our member companies have taken several steps for improving vehicular emission which includes: Production of CNG vehicles in economy segment Introduction of catalytic converters in Toyota , Honda and Suzuki Liana cars, starting from 2005. • PAMA’s Executive Body established a planning & coordination sub committee to deal with introduction of advanced emission standards.
Industry Readiness • Motorcycles: New models will be Euro compliant from July 2008. • Gasoline Vehicles: New vehicles/models will be Euro-II compliant from July 2008. • Diesel Vehicles: The proposed date to apply Euro-II is Jan. 2009. [to be synchronized with availability of low-sulphur diesel]
Challenges & Issues • Effective regulatory framework • Quality of fuels [gasoline & diesel] • Inspection procedures & facilities • Maintenance procedures & facilities • Policy on in-use vehicles • Impact on local parts [engine & exhaust parts] • Cost to consumers
Some Solutions • A well conceived regulatory framework developed through consultation & participation of stakeholders • A realistic time frame for implementing tighter standards [present NEQS to Euro 2 & onwards] • Fiscal and other incentives for compliant owners • Effective & transparent monitoring mechanism • Constant consultation & closer co-ordination
