The basic career structure (merging categories) was negotiated by Union Syndicale Fédérale(USF) (2004 Reform). At the Court of Justice,EPSU CJ, an affiliate of USF, obtained the introduction of half promotion points, then invented the pro rata temporismechanism, which applies only at the Court of Justice. EPSU CJ representatives elected to the Staff Committee make sure the rules on promotions are applied correctly. If anything goes wrong (as the re-introduction of an SC function group in 2014), it is to be attributed to lack of support for trade unions. Make the right step: Don’t stay on the sidelines!
