The City of Pembroke is implementing non-resident recreation surcharges for minor sports participants to cover the operating costs of its facilities. This decision is due to increased operating costs, urban sprawl, and the need to prioritize residents. The surcharges will vary based on usage and will be reviewed annually. The city will continue to subsidize recreational programs for Pembroke youth. An equitable agreement with Laurentian Valley Council is being sought.

Urban sprawl Operating costs Downloading a little history… • The City of Pembroke operates a number of recreational facilities: • Pembroke Memorial Centre • Pembroke and Area Community Centre • Kinsmen Pool • Riverside Park Ball and Soccer Fields • and a number of athletic fields including Rotary and Kinsmen Park • With recent federal and provincial downloading, increased operating costs and a growing suburb outside of our boundaries, we can no longer afford to subsidize the non-resident use of our facilities.
Facilities Costs and Laurentian Valley Grants • 1980’s – combined Recreation Grant from Stafford & Pembroke Twps. = $9300. • 1999 – Laurentian Valley Recreation Grant = $17,000 • 2004 – based on usage of facilities by minor sports participants from Laurentian Valley, Pembroke subsidy to Laurentian Valley was approx. $161,526. • 1984 – 2004 – based on similar usage over the past 20 years, the subsidy to Laurentian Valley paid by the City of Pembroke = $2,170,500. When the facilities (esp. PMC and PACC) were first built, it was in partnership with the surrounding municipalities, with the implicit understanding that the City of Pembroke would be the host, but that costs would be shared. Over the past50 years that understanding has been eroded by various councils to the point that the City is now perceived as having full responsibility for regional youth recreational programming. We can no longer afford to subsidize our neighbours.

2005 Non Resident Recreation Surcharges The City of Pembroke will immediately begin charging a non-resident recreation surcharge for minor sports participants to be collected by each sports organization at the time of registration and submitted to the City of Pembroke prior to the start of the program. This surcharge is based only on the operating cost of the facility being used by each sport and will therefore vary according to user groups. The monies collected will be applied to the operating costs and will be subject to an annual review of registrations and facility operating costs. The City of Pembroke will continue to financially subsidize recreational programs for Pembroke youth whose parents are residents and/or ratepayers of Pembroke.
A final word… It is anticipated that these fees will stay in effect until a fair and equitable agreement can be reached with Laurentian Valley Council. Groups and organizations are asked to advise their non-residents to address their concerns with their local Councils.
