5. The problem... • There is a pressing human and environmental need for the development of a basic energy sector in RSA • There is not sufficient effort or interest from either Government or Industry • There is little coordination in research, development and implementation • We, as a community of practice, need to do something to push the clean, safe and affordable basic energy agenda • Make reference to the externality costs of energy use – the expense of taking no action to reduce emissions and accidents DUE 2011

South African People’s Energy NetworkSA-PEN • Utilize existing SADC-based basic energy research institute network (PEN) • Form a South African Chapter called SA-PEN • Decide on key activities for the network • Identify some quick-wins • Develop web based platform for the sharing of information, contacts and communication • Network is only as strong as it’s members – must get traction DUE 2011

7. What do you want from a network? • So close yet so far – market ready products – finance, R&D, action – Do something • Lobby govt for HH energy policy that addresses energy security, safety and efficiency – i.e. uncertainty on nat. policy. POLITICAL WILL • Website, easy info added, one PEN • Industry onboard (community prj and donor funds) • Who is able to do what to deliver, and give them support • Product dvt centre that falls under network, doing it alone (for a while) based on Indian model (?) • Score card - for network aims and tracking achievement • Show cost of doing nothing (simple graphic/idea) • Can’t wait for safe stoves – need to do something NOW. Stop illegal unsafe stoves. Work with what we have. Stop the disaster • Long term sust of energy use. Future proof. • Powerful and bold vision of what is possible in a clean, safe energy future • Should be bold enough to have timeline (cookstove ready and X1000 implemented) • Business centre to understand business needs and help commercialize products. What do you want from a network? • Advocacy in basic energy to public and industry and govt • Chapter for SSA chapter • Connect with HEDON, website and forum • Think about paraffin stove standards to achieve viable solution • Lobbying and looking at how RSA energy sector will change over coming years – legacy project, publicity for network, mitigation and adaptation, slush fund carbon access. • Register of learning • Evidence based approach – research and info gathering agenda • Asia/mongolia, nepaletc – learn from experience there, connect to Asian networks (mountain country network?) South-south cooperation, air pollution, stoves that work, how to develop good stoves. DUE 2011
