  2. Program • Established in 1976 • Service to Low Income Families • Install energy efficient measures based on energy audit • Average expenditure in 2008, was $2,966/home • 2009 average expenditure with stimulus is $6500/home

Insulation • Helps reduce heating and cooling costs • Makes home more comfortable • Keeps the heat in during the winter and keeps the heat out during the summer • R value should be based on recommendations for your area • The higher the R-value, the better your walls and roof will resist the transfer of heat

The 2009 Weatherization Assistance Program seems fairly straightforward.  Through the program, "an average investment of up to $6,500 per home in energy efficiency upgrades and will be available for families making up to 200% of the federal poverty level - or about $44,000 a year for a family of four."
