National Context • Resolução do Conselho de Ministros n.º 98/2012, 26 November 2012 • Defines the political guidelines for the programming of the Common Strategic Framework and the negotiation process with the EC • Priorities: • - Economic competitiveness; • - Human capital; • - Social Cohesion; • - State Reform. www.eapn.pt
National Context • Among its 5 objectives, 3 are related to: • the investment in education and training; • the integration of people at risk of poverty and the fight against social exclusion; • the promotion of competitiveness and cohesion of territories. • Current phase: Preparation of the Partnership Contract www.eapn.pt
National Context • Involvement at National Level • Meeting held in 2nd of April at CASES, an organization held by the government (51%) and where most of the major umbrella organizations of the third sector participate; • The objective of the meeting was to gather contributions and define working groups; • But EAPN Portugal is not participating in CASES www.eapn.pt
National Context • Involvement at National Level • The Board of EAPN Portugal decided to produce a position paper with its contributions for this process; • The paper will be presented at a media conference and disseminated to the media and through our communication channels (Site, Blog, Facebook) www.eapn.pt
National Context • Involvement at Regional Level • Regional Coordination and Development Comissions (CCDR’s) have participation and consultation processes in place, in order to gather contributions for the next programming period (diagnostics, priorities, key actions, etc); • EAPN Portugal is currently participating in 3 of these processes - in the Center, the Lisbon and Tejo Valley and the Algarve Regions; www.eapn.pt
EAPN work on the theme • We have been working on the theme since 2012, making the best use of EAPN Press Releases, which have been translated and disseminated through the internet and e-mail; • “EAPN campaigns to support 20% ESF allocation for social inclusion” (15th March); • “Transparency absent in EU budget negotiations” (23rd October); • “We need an intelligent agreement on the future EU budget” (15th November). www.eapn.pt
EAPN work on the theme • We also produced a position paper on the new programming period (Parecer DIP: 2014-2020: Novo Período de Programação) and use it as a basis for dissemination documents (E-news: Propostas para o próximo regulamento dos Fundos Estruturais - 2012/09/03); • The document was sent to the Ministry and the Secretary of State and is available on the web site. www.eapn.pt
EAPN work on the theme Informing our members about the new regulations on Structural Funds (especially the ESF) and translating and disseminating EAPN Toolkits (e.g. Toolkit on Structural Funds For Social NGO’s”); www.eapn.pt
EAPN work on the theme Seminar «Structural Funds: Maximum priority for Social Cohesion », Lisbon, 20th March 2013 The seminar was attended by 160 participants and had the participation of representatives of the national government and the institutions that will outline the operational programmes at national level. www.eapn.pt
