Impact on Electronic Filing • No electronic filing from 12:00 p.m. (EDT) on Friday, August 23 through 6:00 a.m. on Monday, August 26 • By order, the clerk’s office and CM/ECF filing will be inaccessible beginning at 12:00 p.m. on August 23, 2019, under RCFC 6(a)(3)

Check Your PACER Account Status • Go to www.pacer.gov • Select Manage My Account at the top of the screen • If the account type is Upgraded PACER Account, then your account is upgraded
User 1 Electronic Filer and Upgraded PACER User • Action Needed: • You are ready to link your PACER account to CM/ECF on August 26 You are all set for NextGen CM/ECF!
User 2 Electronic Filer and Non-Upgraded PACER User • Action Needed: • Upgrade your individual PACER account
Upgrade Your PACER Account • On the Manage My Account page, select Maintenance • Select Update Personal Information • Complete the account update information
User 3 Electronic Filer and Unregistered PACER User • Action Needed: • Create an individual PACER account
Register for an Individual PACER Account • Go to www.pacer.gov • Select Register and click Start • Click View as the registration type to begin the registration process
User 4 Non-Electronic Filer • Action Needed: • Create a PACER account (User 3) • Register for a CM/ECF account through the court’s website before August 21
Register for a CM/ECF Account • New CM/ECF account registrations will be unavailable from August 21 through August 25, 2019 • On or before August 20, 2019: • Go to www.uscfc.uscourts.gov/electronic-filing • Select Obtain a CM/ECF Filing Account • Fill out and submit the necessary form • On or after August 26, 2019, go to www.pacer.gov for E-Filing registration

Account Creation and Maintenance Beginning August 26, 2019
First Time Using NextGen • Must first have an upgraded individual PACER account • On or after August 26, 2019, you must link your Court of Federal Claims CM/ECF account to your upgraded PACER account
New E-Filing Accounts • Go to www.pacer.gov • Select the Register menu, then click Start • Click E-File and/or Attorney Admissions as the registration type, select National Courts as the court type, and select Court of Federal Claims when prompted

Linking • When required to link by CM/ECF, ensure that the correct event is chosen • When linking is presented as an option, always link related documents
Importance of Proper Filing • Using the proper event and properly linking filings: • Ensures that the correct deadlines are set – helpful for running calendar reports • Allows the opposing party to properly file a response/reply to your filing • Failing to use the proper event and properly linking may result in your filing being stricken from the record
Properly Formatting Citations • For case law and other external sources, use standard Bluebook formats or other formats typically used by the court • For documents filed with the court, include the document number (or, if the document is filed in another case, the case number and document number) in your citation Recommended citation formats for filed documents are posted to the court’s website at www.uscfc.uscourts.gov/cmecf_nextgen
