Critical Care in Palestine: -The first ICU and CCu was at Al-Makassed Hospital since 1982 and 1985 -The first ICU in West Bank was in Rafeedia hospital in 1989
The number of ICU beds in 1994: Rafeedia Hospital: 3 ICU beds Al-Watani hospital: 4 CCU beds Ramallah Hospital: 4ICU beds
Quality of health care is defined as the proper performance (according to standards) of interventions that are affordable to society in question, and that have the ability to produce an impact on mortality, morbidity, disability and malnutrition. (WHO)
What is standard: A standard is a professionally agreed level of performance appropriate to the population addressed which is achievable and desirable.
Problem Statement: The Palestinian Ministry of Health has 40 intensive care beds distributed among eight hospitals in the West Bank, namely: Jennin, Tulkarem, Al-Watani, Rafeedia, Ramallah, Jericho, Beit Jala and Hebron hospitals.
The quality of services in ICUs varies and there are no studies about health outcomes or the factors that may affect the quality of services in the intensive care units at the Palestinian Governmental ICUs.
Purpose of the study: The purpose of the study is to identify the factors that may affect quality of health care in intensive care unit from the literature and to assess how the health care providers (doctors and nurses) perceive the quality of health care in ICUs.
Study Questions: -How do the health care professionals perceive quality of health care in their units? (regarding to: equipment and facilities, infection control measures, provision of care safety, evaluation of performance, relationship of health professionals with patients and their families, regulations and standards, management support and access to care).

Study population: All health care professionals ( Nurses and doctors) working in the governmental ICUs were included in the study.The study included 147 professionals and the returned questionnaires were 122
Theoretical framework: It seemed acceptable to use Donabedians theoretical framework for this research, it classifies the factors that affect the quality of health according to structure, processes or out comes of care, and this classification can be helpful in designing the tool for assessment, so the researcher has followed this conceptual framework in her study.

Health care professionals perception about the quality of services
The study results showed that there is a significant differences between the means of health care professionals perception about the quality of health care in their units attributed to age variable
The study results showed that there is no significant differences between the means of health care professionals perceive the quality of health care in their units attributed to gender variable
The study results showed that the difference in qualification does not have an effect on how the health care professionals perceived the quality of care in their units
continuous education activities has no effect on the health care professionals perception about the quality of care in their units
The research results showed that the health care professionals in the different ICUs does not see a relationship between the quality of care and mortality rate, quality of care and occupancy rate although client outcomes are considered the yardstick, or the standards, for assessing the efficiency and effectiveness of health services
Study Recommendations: - Working on clinical practice to stay up to date. - Establishment of education programs that empowers the theoretical base of knowledge among health care professionals.
Recommendations: -Establishment of clear standards for ICUs including the inputs, processes and outputs. - Establishment of Association for Palestinian ICU nurses to work on their improvement.
Recommendations: -Encourage research in Governmental hospitals to help defining problems and working on their improvement. - Establishment of quality improvement programs by the MOH.
