Conclusions of parallel Session 1:The 112 linkInformation to the Public – Access to PSAP’s – Call taker’s education – Call handling • Instead of training the European citizens which numbers to call when faced with an Emergency, at home or abroad, it makes more sense to have one European Emergency number – 112 – that can readily provide caller location and have call takers being trained to receive and properly manage all kinds of emergencies as well as being able to do it in a compatible and efficient way irrespective of the language that the distress call is placed.

Conclusions of parallel Session 1:The 112 linkCaller Location • The industry is ready to accommodate and implement caller location identification in a number of ways • Proper European legislation fully clarified is the key to a successful implementation • Privacy issues should be addressed meticulously

Conclusions of parallel Session 2:Early Warning Systems • Range of different telecomms solutions offered for the broadcast of disaster alerts • Commercial public networks offering ever functionality, but cannot be depended upon as single solution in time of crisis – a suite of complementary systems is needed • Critical need for alert authentication • Technology is an enabler and is not an obstacle to system implementation, but industry has a continued obligation to raise awareness in what is possible • EC can do much to develop telecomms standards and encourage best practise and interoperability • We cannot look purely to the EC to ‘unlock’ Member State civil protection authorities

Conclusions of parallel Session 3:The need for interoperability standards • We do have Interoperability with TETRA, but…. • We need a broader view of Interoperability as Emergency Services needs more data, video and other Broadband Services. • Spectrum is a fundamental requirement • Interoperability – better service to the citizen • Calling on political support for aditional spectrum below 1 GHz. for future Emergency Services wideband & Broadband needs.

Conclusions of parallel session 4:Road Safety, Telematics and ecall • Everyone agreed to the need and value of eCall initiative • 12 member states have signed. 2010 still target date • However issues still exist (technical issues, SIM or no SIM) • Budget issues (similar to Galileo) • Telematics companies think there is commercial value • Commercial applications can bring funding and additional value • Overall good discussions but many questions still to be answered As for 112 issue, PSAPs are however not technically ready and will require investment
