DCP Summary
Day to Day • Treat no different than other crews – (fire calls/standby/relief crew etc.) • Detached Duties – days or DCP • Annual Leave - 12 months • Recovery Time
Lessons Learned • Planning Authority’s Requirements • Construction Timescales - 20 weeks (weather) • Recruitment of Staff (SHL Tests, RDS to WT) • Recruitment of Staff – Not necessarily from station, sat nav, CFS etc. • Training of Staff – RDS to WT, Drivers, Rope Rescue, Boat operator. • Crewing level (2 x CM) • Timing - Family visit • Internet access – laptops • Number of staff on duty increased from 7 to 8 for training purposes • Sickness reporting • No turnout system in accommodation – lights • Drill with RDS – stand-down time 20:00
Positive’s • Watch culture removed • Allow each station to manage rota locally – minimal supervision • Staff use of specialist kit increased (i.e. boat, rope rescue) • 33% more staff time to undertake duties – no evening meal break
Negative’s • Could affect LFRS Resilience (i.e. pandemic – less FF’s) • Watch managerial support reduced (review) • Staff tied to station – extended periods – need to adapt personal life to suit. • Staff must ensure family are supportive
Why is it successful? • Only volunteers in LFRS • Flexible for staff – it will not suit all • Staff apply for different reasons • Accommodation is excellent • LFRS delivered its promises • Families allowed to stay • Performance – turnout time
DCP Staff Questionnaire • 63% return (22/35) • Sufficient information Prior – 87% agreed • Encourage other FF’s to apply – 94% agreed • Self rostering rota easy to understand – 100% agreed • Difficult to achieve your shift choice – 100% disagreed • Long term DCP FF >3years – 87% agreed • Family made use of the accommodation – 60% agreed
The Future • 2 stations on-line • 3rd by 1st May 2011 • 6 by end of 2012 • Staggered to allow for natural staff wastage • More will follow in future years • Possibility of specials on DCP?
SUMMARY • Levels of service maintained i.e. 60 fire engines before = 60 fire engines after 2. No change to turnout times • No change to what the public see • Up to £2.7 million cost savings per annum
