Framework conditions: Targets • Political targets: • Coalition Agreement: Double energy productivity until 2020 compared to 1990 level • EU Spring Council 2007: Tap 20% EU saving potential (primary energy) • ESD: Comply with 9%-energy saving target and provisions set out in the directive • Present development • Growth energy productivity 1990-2007: 2,1% • Necessary increase 2008-2020: Average 2,8%

Energy use: Energy intensity and economic potentials Stand-by appliances: Over 20% economic savings Lighting in households: About 40% economic savings toe per 1000 US-$ (2000 prices) Cooling: About 47% economic savings LED-traffic lights : 72% economic savings

Integrated energy- and climate change programme • August 2007: Government adopts integrated energy- and climate change programme • 29 measures aiming at energy savings / CO2-reduction • Overall target: Double energy productivity until 2020 • Accordingly framework document for implementation of the ESD • National energy efficiency action plan is closely linked with the programme

National Action Plan on Energy Efficiency • Transposition of ESD: German NEEAP presented in Sep 2007 to COM • Objectives: • Nine p.c. saving target: 833 PJ • Interim target 2010: 510 PJ • Comprehensive identification of existing economic energy efficiency potentials • 32 new measures supporting the Integrated Energy- & Climate Change Programme

  7. 1 2 3 4 5 Measures: Energy Efficiency in Buildings • Traditionally: Strong focus on legislation (Energy saving ordinance etc.) • Support schemes: • CO2-building rehabilitation programme (1,4 bio. € p.a. over 3 years) • New buildings: KfW support scheme “build ecologically” • Information: Energy certificates & energy advisory services

  8. 1 2 3 4 5 Appliances: EU-Top Runner Push & Pull – approach: • Revise EU energy labelling (Pull) • Strong signals to producers • Cooling appliances: A+ und A++ Labels introduced • Discussion on revision ongoing • Ecodesign directive (Push) • Minimum efficiency standards (stand by, lighting etc.) • Regular and dynamic update needed to keep strong incentives for innovations

Source: iPhoto, Augustiner Gaststätten, decon-it 1 2 3 4 5 Special Fund Energy efficiency in SMEs • Study by KfW bank: Large untapped energy saving options with SME. • Since February 2008 “Special fund energy efficiency in SMEs”: • Energy advise (funded by up to 80%) • Attractive soft loans to implement disclosed saving options • So far: 1600 advise sessions

  10. 1980 2008 But: Approach is more focussed ! 1 2 3 4 5 5. Conclusions • Economic saving potentials remain high • Essential: Directly addressing all barriers that block the potential • Energy efficiency policy will remain a story of bits and pieces!
