How to create the new breed of integrated constructor? With conumate professionals on POE and buildings in use I dont want to expand on that area.
Will simply say a few words about the non-dom IGT working
Firstly that the team itself was a model of integrated thinking. Drawing on individual skills but wholly accepting of the skills of the others in the team.
Substantial report to Paul 0ver 80 pages, but boiled down to some simple outcomes:
Need INTEGRATED suite of regulation and incentivisation with long term (2050) horizons to create a stable platform for a low carbon market driven economy. FITs a good example of long term policy. 2013 building regs amendments IN ISOLATION may be a less helpful approach.
Require new mechanisms to generate EVIDENCE that change is indeed happening and is in the right direction.
If, as is clear, government policy is for reduced regulation, greater localism, big society (AKA Institutional and professional responsibility rather than central policing), then Govts role must be to create confidence in a market to permit investment.
