HIR →Waste Information System 1 • Aim: To develop a new data collection and data handling systemrequired by new Waste Management Act • Tool:Phare project 2001-2003 • Master Plan with Flemish contribution • IT System Plan • IT software and hardware investment
HIR →Waste Information System 2 • Action: Parallel development of national legislation and IT system • Normative text of Gov. Decree • Reporting forms • Reporting technique • System installation • Start point:2004. 01. 01.
Target groups 1 • The Ministry of Environment and Water Management and its central and regional institutions • EU and OECD report makers • Other ministries and governmental institutions with waste management responsibilities (GKM, KSH, ÁNTSZ) • Environmental management or waste management planners
Target groups 2 • Policy makers and planners of regional development • Environmental experts (i.e. in supporting licensing and planning activities) • General public interested in waste management data
Requirements of the information system • Simple, efficient and cost-effective: needs to contain all information which is necessary for the purposes defined. • Transparent: it needs to be clear how information is gathered, what the value of the information is and what the weaknesses in the data collection and processing process are. • Accessibility of information: public access and access for those who need the information in the different ministries and institutions need to be well organised. • Flexibility: it should be possible to add new parts to the database, to extend it, to add new queries to it, etc… • Compatibility: the system should be compatible with the national environmental information system.
Limit for reporting obligation 1 For generators: More, then 10 workers More, then hazardous waste: 200 kg/year non-hazardous waste: 2000 kg/year C&D waste: 5000 kg/year
Limit for reporting obligation 2 Generators out of the limit: Statistical survey For collection and treatment: ALL
Reporting frequency andcoverage Stakeholder Frequency Coverage Generation (owner)Once a year <10 employees, or out of the generation limit statistical survey 2 % Generation (owner) ≥10 employees, or above generation limit Once a year Full-scale Collection, pre-treatment non-hazardous waste Once a year Full-scale Collection, pre-treatment hazardous waste 4 times a yearFull-scale Recovery, disposal non-hazardous waste Once a yearFull-scale Recovery, disposal hazardous waste 4 times a yearFull-scale
Process of reporting • Paper forms • Available on the Internet – doc. File format, for fill in, printingand saving • 2 D bar-code • Floppy or CD - XML file • Internet – XML file, with some pre-control, and electronically signed
Receiving, recording and control of the forms • All of the forms are sent to the Regional Environmental Inspectorates 12 in Hungary • Inspectorate makes record, and • Quality control on data • Professional control • Correction by stakeholder ↓ • Accepted database → Central database ↓ • Data process, statistical control, aggregation • Data output
HCSO • conduct data collection on municipal solid waste and other surveys • coordinate the work of the institutions of the official statistical service (pilot studies, etc) • compile data tables and publications on waste collection, removal and disposal • supply data regularly to Eurostat with the assistance of Ministry of Environment and Water → Waste Information System
Municipal waste data collection • Hungary has an annual data survey on municipal waste (nr. 1061.) • Four tables: • municipal waste removal • data of landfill sites • data of transfer and sorting plants • public cleaningactivities
Table A. - Municipal waste removal • Dwellings connected to regular waste removal • Holiday homes connected to regular waste removal • Methods and price of waste collection (new column from 2004) • Rate of separate waste collection
Table B. - Data of landfill sites • Ownership of the landfill site • Nr. of settlements using the landfill site • Starting, remaining capacity, area of the landfill site • Volume of generated biogas and treated drained water • Annual input in tonnes and cubic meter
Table C. - Data of transfer and sorting plants • Capacity of transfer plant • Amounts of transferred waste • Capacity of sorting plant • Amounts of sorted waste after traditional and separate collection • Amounts of waste for recovery operation
Table D. - Public cleaning activities • Public space cleaned regularly (with special machines or manually) • Paved roads, cleaned sidewalks • Watered public space
