Purpose of Evaluation • What are the employment, economic, and other major life outcomes for persons with disabilities (e.g., education, benefit, and income levels), associated with the Navigator intervention strategies? • What are the effects of the Navigator intervention strategies on the receipt of SSA and unemployment insurance, and other benefits and services received by participants? • What core functions of the Navigator intervention strategies enhance knowledge and program accessibility for job seekers with disabilities using one-stops services? Purpose of Evaluation • What are the intended and unintended effects of the Navigator intervention strategies for persons with disabilities? • To what extent are the Navigator intervention strategies associated with improved job seeker access to services by expanding partnerships to include optional service providers – and by improving partnerships among program partners mandated by WIA? Purpose of Evaluation • What are the intended and unintended effects of the Navigator intervention strategies on the One-Stop service delivery system? • What services and programs do job-seekers who are SSA beneficiaries and do Navigators think would assist in return-to-work or transition-to-work which currently do not exist? • What barriers to return-to-work and transition-to-work do job-seekers who are SSA beneficiaries think exist? Purpose of Evaluation • What issues do employers need to have addressed by Navigators? • What issues do workforce system partners need to have addressed by Navigators? • Provide a snapshot of current DPN activities, i.e., promising policies and practices. Purpose of Evaluation • Identify and analyze trends in policy and practice development at a local and state level regarding governance, service coordination and delivery, systems change and performance evaluation. • Learn more about what activities are occurring in the One-Stop system for persons with disabilities. • Learn more about physical, technological, programmatic and systemic barriers, and to identify technical assistance needs in state and local workforce areas.
