APROPRIATION PER PROGRAMME
THE GLOBAL ECONOMIC CRISIS • Our understanding of economic crisis is reflected by inadequacy of the budget that we receive vs. the requests. • To this end we had to reprioritise our budget from other programmer within the department. • In terms of coping with vulnerable groups it put us under pressure in executing our mandate as Land Reform.
Options for social assistance Reform • The Depart agree that the overall amount of social assistance expenditure must be protected and prioritised in alleviation of poverty. • However we must improve on better controls to ensure that only deserving individuals benefits from such reforms.
Effective , efficient and transparent Intergovernmental Fiscal Systems • The Depart agree to the reform of the revenue raising component • The monitoring would be much easier if the financial year end of the administrative department is the same with that of the municipalities.
Intergovernmental fiscal issues in urban Public Transport • For efficient and effective public transport system we agree with the recommendation, this will go a long away in alleviating traffic congestion , • It will further reduce the ever increasing road accident fund bill. • It will also be much be appreciated if similar initiatives can be extended to rural areas.
Conclusion • There is a need to increase fiscal allocation to Agriculture to 10% • so that the sector can achieve the • 6% annual Growth as decided in the 2003 Maputo Declaration.
