Project: IEEE P802.15 Working Group for Wireless Personal Area Networks (WPANs) Submission Title: [433MHz Band Usage in Japan] Date Submitted: [13 September, 2010] Source: [Koichiro Hayashi] Company [NYK Line] Address [2-3-2 Marunouchi Chiyoda-Ku Tokyo 100-0005 Japan] Voice:[+81 3 5222 7619], FAX: [+81 3 5222 7680], E-Mail:[koichiro_hayashi@monohakobi.com] Re: [ Abstract:[This document has been shown the background of 433MHz regulation in Japan and recent reviewing process.] Purpose: [Understanding 433MHz Regulatory Discussion in Japan] Notice: . Release: ..

  2. 433MHz Band Usage in Japan NYK Line Koichiro Hayashi

  3. About NYK Trade name NYK Line (Nippon Yusen Kaisha Line) Established 1885 Head office Tokyo, Japan Gross Sales JPY 2.4 trillion (US$ 24,737million) *2008 Fiscal Year Number of employees 55,975 President Yasumi Kudo Business areas Ocean carrier Logistics Integrator Size of Container Fleet 99 Vessels (398, 446 TEUs) No 1. in Japan No 10 among Worldwide Container Operators

  4. 433MHz Situation in Japan • Originally licensed only to amateur radio • Also opened for active RFID usage • Limited to “International Logistics” • Narrow Bandwidth • Industries push the government to loosen the restriction.

  5. Ubiquitous Special Frequency Zone Project • A program executed under Japan’s national ICT strategy, “u-Japan,” promoted by MIC (Ministry of Internal affairs and Communications) MTI won the bid in cooperation with Mitsubishi Motors Corporation (MMC). Example projects MIC Support for MTI Project Supervising & Management MTI NRI JCTC NYK MMC NTT Technical Advisor ICO For details, see the following URL (Japanese only) http://www.soumu.go.jp/s-news/2008/080530_20.html Providing fields & operational requirements

  6. Logistics Project • Carried out at Mitsubishi Motors factory and car terminal. • Demonstrating effectiveness of 433MHz band with a use case of car export. • Proving the necessity of • Conforming the world wide standard (e.g. opening wider band) • Abolishing the usage limitation for “international logistics”

  7. Suitable frequency band for industrial logistics Long-range communication (several hundred meters) Reach backside of barriers Utilizable worldwide (except Japan’s domestic use) Expectation for the revision of Japan’s Radio Law through Ubiquitous Special Frequency Zone project 500m 0 800m 0 400m 433MHz RF Band in Japan The past test result at NYK Kobe CY

  8. Conclusion • Ubiquitous Special Frequency Zone project is going successfully and will complete at the end of FY 2010. • Next step is to reflect the results to nation-wide regulation. • 433MHz world wide standard and its active usage is highly appreciated.
