Property Management…“It’s No Big Deal”Cheri Cross, CPPM CFProperty Manager, Oak Ridge National LaboratoryPresident, NPMA
We have all seen it. On the news, in the papers, published audit reports….Could this be you?
Property ManagementA Key Function in Financial Reporting • Sarbanes-Oxley • OMB Circular A-123 • GASB 34 “Plant & Equipment” is often the largest asset on a company’s books!
Federal Stimulus (ARRA) • Huge influx of government property (maybe largest since WWII) • Property professionals are going to be the “go to” people to manage this influx and dispose of the residual
“Costs” To Your Company • $ to correct deficiencies • $ to replace misplaced items • $ spent to procure unneeded items • $ in unnecessary storage costs • $ in disposal costs • Fines (environmental, etc.) • An unwanted “focus” on you operations (LANL – espionage, lost computers, purchase-card usage, missing classified media – will it ever end?) • Goodwill - Public perception (invaluable – with the current economic stressors, the government/contractors can’t afford this)
“The Chinese use two brush strokes to write the word ‘crisis.’ One brush stroke stands for danger; the other for opportunity. In a crisis, be aware of the danger- but recognize the opportunity.”John F. Kennedy
What Can We Do • Keep your company out of the unwanted “spotlight” • Never underestimate a “sound” PM system (procedures, database, control, accountability, etc.) • Establish controls and test them periodically (required for SOX, A-123, GASB 34) • Assist employees with reutilization – saves both unnecessary procurements and disposal costs • Internal tools (database, electronic bulletin boards or notifications) • External searches (GSAXcess)
What Can We Do (cont.) • Review trade-ins – receiving FMV and removing company markings • Share what you know – succession planning • Focus on disposal (CRITICAL) • Have a campaign to get rid of stuff • Sanitize computers • Know your vendors • Focus on donations to schools/non-profits • Increase ROI via sales proceeds – know what you are selling is worth, utilize optimal sales methods
ORNL Success Stories • Online “Swap Shop” increased reutilization 1,500% in one year • Boss’ item reutilized in 10 minutes
Donations made to schools and non-profits by ORNL 2005 - $1,243,194 2006 - $1,971,942 2007 - $1,430,513 2008 - $1,887,262
Make Sure Everyone KnowsHow Great You Are! • Don’t be afraid to ask for “thank you” letters • Internal opportunities – website, newsletters, etc. • Post it in your own area • For donations – ask for pictures, submit for local newspaper articles • General Dynamics AIS is donating proceeds from their annual recycling contract to the local Children's’ Burn Center…WOW!
