Local Overview • Former student donates $1M to VeloCity • Ted Livingston, former Waterloo student and entrepreneur, founder of Kik Messenger • Donation inspired uWaterloo to establish a $1M seed fund for VeloCity • Providing 30 student ventures with $25,000, 4-months of office space, mentoring and incorporation services • 75 student startups will receive $500 prizes • Source: Communications and Public Affairs, March 29, 2011 • Record Co-op Enrolment in Winter term • 5,517, including 2,389 from Engineering – the most students ever employed during a work term • Final rate of students employed or “not participating” is 95.9 per cent, down from 96.5 per cent in winter 2010 • 498 more students were scheduled out to work and 442 more students employed in comparison to this time last year • Source: The Daily Bulletin, March 4, 2011

Provincial Overview • Ontario Budget 2011 – March 29 • $50M over 10 years for the Perimeter Institute • $28M for undergraduate growth in 2011-2012 • $94M for undergraduate and graduate growth in 2012-2013 • $163M for undergraduate and graduate growth in 2013-2014 • 60,000 additional student spaces; 41,000 allocated to universities: • 10,600 in 2011-2012 • 18,400 in 2012-2013 • 26,365 in 2013-2014 • Commitment to increase international enrolment by 50 per cent • $58M in OSAP to address enrolment increases and $10M for OGS • Ontario Public Service to reduce size by 1,500 spaces • Reduction in “executive office” costs by 10 per cent over two years

National Overview • 2011 Federal Budget – March 22/ 2011 Federal Election • $60 million over 3 years to promote increased student enrolment in disciplines relating to the digital economy (particularly STEM disciplines) and $100M per year to Canada Media Fund • Enhancements to Canada Student Loans and Grants programs ($34 million annually once implemented) • Full time students can earn more employment income without having loan eligibility clawed back (weekly exemption increased from $50 to $100) • Expanding eligibility for loans and grants for part-time students • Examination fees of $100 or more for professional status, license, or certification now covered by tuition tax credit • $10M over 2 years to develop an international education strategy • Creation of an India Engagement Strategy • $12M over 5 years to establish Canada-India Research Centre of Excellence

National Overview • 2011 Federal Budget – March 22/2011 Federal Election • $37M increase in the base budgets of all three federal granting agencies • $15M annually to NSERC • $15M annually to CIHR • $7M annually to SSHRC • $10M per year to the Indirect Costs program • $53.5M over 5 years to establish 10 new Canada Excellence Research Chairs • $50M over 5 years for Perimeter Institute • $35M over 5 years to support excellence in climate and atmospheric research at Canadian universities (administered by NSERC) • $12M over 5 years for the Idea to Innovation Program to support joint college-university commercialization projects • $80M over 3 years for IRAP partnerships between colleges and SMEs, and $5M annually to create 30 new Industrial Research Chairs

National Overview • 2011 Federal Budget – March 22/2011 Federal Election • $10 million a year in tax relief to Canadian university students who study abroad • Eligibility for tuition, textbook, and education tax credits extended to those in courses of at least 3 consecutive weeks, rather than 13 weeks • Canada Social Transfer raised from $11.2 to $11.5 billion this year • No commitment on shape of transfers after 2013-2014 • Liberal Party of Canada – Canada Learning Passport • First plank in Liberal Party’s “learning strategy” • $1 billion a year student aid program • Government would contribute $1,000-$1,500 to an RESP annually for four years • Quebec CEGEP students would get same amount over five years • Used as up-front payment at beginning of school year • Would replace education and textbook tax credits • Source: The Waterloo Region Record, March 29, 2011

National Overview • International students in Canada in 2010 • In 2010, 96,147 foreign students were studying in Canada • An increase of 28,292 from 2005 • Foreign students contribute $6.5 billion to the Canadian economy each year • Source: Citizenship and Immigration Canada, February 13, 2011 • $20M investment in Pathways to Education Program • Investment over 4 years in Pathways to Education Canada • Supports Pathways to Education’s 5-year ‘Graduation Nation’ initiative • Will establish programs in 20 high-need communities by 2016, supporting more than 10,000 students Source: Pathways to Education Canada, March 3, 2011

International Overview • Times Higher Education Reputation Ranking • University of Waterloo is in the top 100 in the world (91st) • Four Canadian universities made the cut: • University of Toronto (17th) • McGill (29th) • University of British Columbia (31st) • Source: Times Higher Education Top Universities by Reputation 2011 • International Migrant Integration Policy Index • Canada ranks 3rd in integrating newcomers • Canada was ranked 5th in 2008 • Tied with USA in 1st for programs and laws fighting discrimination and promoting equality • Canada performed very well in education category (1st to 3rd place finishes) • Source: The Toronto Star, February 28, 2011

International Overview • Centre for the Study of Living Standards Report 2011 • Canada has risen in the rankings of countries with extensive university-business research collaboration, from 15th in 2007 to 7th in 2010 • Canada’s higher education sector performs 6.2 per cent of total business sector R&D, compared to 2.5 per cent in the UK, and 1.1 per cent in the US • Canada leads OECD countries in total Higher Education Research and Development (HERD) spending financed by business: 8.5 per cent vs. 5.7 per cent in the US and 4.6 per cent in the UK • However, business spending on university research has flatlined over the past decade • Conclusion: Canada not getting its money’s worth from university-business collaboration • Source: “Government Policies to Encourage University-Business Research Collaborations in Canada: Lessons From the US, the UK, and Australia” Centre for the Study of Living Standards Research Report 2011-02
