  4. History • Prior to 2014, SST programs used injury and illness information collected under the former OSHA Data Initiative.

  5. Current • Implements (SST) inspection program, using employer-submitted Calendar Year 2016 Form 300A data.

  6. Current • The SST main site specific targeting inspection plan for • non-construction workplaces • that have 20 or more employees and • is based on the data received from injury and illness information that employers submitted for Calendar Year 2016 under 29 CFR 1904.41.

  7. Why? • Directing enforcement resources to those workplaces with the highest rates of injuries and illnesses.

  8. High-Rate Establishments • Selects individual establishments for inspection based on CY 2016 Form 300A data. • Manufacturing and non-manufacturing

  9. Low-Rate Establishments • Verify the reliability of the Form 300A data reported to OSHA, • Arandom sample of establishments with low DART rates.

  10. Non-Responders • A random sample of establishments that failed to provide the required Form 300A data • Inclusion of non-responding employers is intended to discourage employers from not reporting injury and illness information in order to avoid inspection.

  13. FGAN • Reduce injuries, illnesses and fatalities related to workers’exposures in fertilizer grade ammonium nitrate (FGAN) and • Agricultural anhydrous ammonia mixing/blending, storage, and distribution facilities.

  14. Workers employed in the fertilizer storage, mix/blend, and distribution industry face many hazards that can lead to serious injury, illness, and death, • including fire, • explosions, and • hazardous chemicals.

  15. NAICS Covered • This REP targets worksites in NAICS 424510, Grain and Field Bean Merchant Wholesalers; • NAICS 424590, Other Farm Products Raw Material Merchant Wholesalers; • and NAICS 424910, Farm Supplies Merchant Wholesalers.

  16. Scope • Partial safety inspection to include all areas where FGAN or agricultural anhydrous ammonia is • handled, • stored or • distributed in the facility

  17. Storage of Ammonium Nitrate under 29 CFR 1910.109(i). • applies to establishments storing, having, or keeping AN, • including fertilizer grade, and other mixtures containing 60 percent or more AN by weight.

  18. Storage • Adequacy of ventilation • Construction of the building to allow for self-ventilation during a fire • flooring in storage and handling areas • Construction of bins/contamination • Sprinkler system/fire control

  19. FGAN Flooring shall be of noncombustible material and protected against • impregnation by AN and without open drains, traps, tunnels, pits, or • pockets into which molten AN could flow and be confined in the event of fire.

  20. Storage and Handling under 29 CFR 1910.111 • facilities storing, handling, and dispensing anhydrous ammonia • NOT refrigeration • storage vessel integrity, operation, and maintenance, piping, tubing, and hoses • suitability of emergency relief from the storage vessel

  22. NEP Trenching and Excavation • Describes policies and procedures for continued implementation of an OSHA National Emphasis Program (NEP) • Identify and to reduce hazards which are causing or likely to cause serious injuries and fatalities during trenching and excavation operations.

  23. History • In 1985, OSHA implemented CPL 02-00-069 - Special Emphasis: Trenching and Excavation, in response to the continuing incidence of trench/excavation collapses and accompanying loss of life.

  24. Current • In light of the recent resurgent number of trenching/excavation fatalities and serious injuries, the agency has determined that these worksites continue to warrant an increased enforcement presence.

  25. What’s New? • Provides a national reporting system for all OSHA trenching and excavation inspections by updating guidance for recording trenching and excavation inspections in OIS;

  26. What’s New? • Establishes the requirement for each Area Office/Region to develop and implement outreach programs in support of this emphasis program.

  27. What’s New? • These programs should include providing compliance assistance material to • excavation employers, • permitting and other municipal organizations, industry associations, • equipment rental organizations, water works supply companies and major/local • plumbing companies.
