Has Leitch got it right? An assumption that only 5% of the population have reasons that prevent them developing functionality – Functionality is essential, because without it, the potential to develop ANY skill is compromised. Functionality is the minimum, not the aim!
Leitch – 95% with functional numeracy 21%, down to 5% = 16% of 3 million or 480,000 (Current target to 2010 = 112,000)
