H.R. 7The American Energy and Infrastructure Jobs Act • Five Year Reauthorization • Decreases highway funding from current $41.1 b to $39.1 b in FY 2012, gradually increases to $40.7 b in FY 2016. • One time $40 b for transit from GRF; removes transit from HTF. • Safety funded at $1.2 b annually. • Domestic energy funding source. H.R. 7The American Energy and Infrastructure Jobs Act • Consolidates Interstate Maintenance Program into an expanded National Highway System Program; new program gets ½ total highway funding. • Eliminates requirement that states use Surface Transportation Program funds for enhancement activities. • Alternative Transportation Account separated from HTF would fund public transportation, CMAQ, research, etc. • Increase TIFIA funding from current $122 m. to $1 b. annually; also capitalize state infrastructure banks.
