Health & Medical Coordinating Coalitions (HMCC) Overview& Questions
HMCC: Regional ESF8 Support • Formal collaboration among health & medical stakeholders to prepare for, respond to, recover from, & mitigate impact of emergencies, MCI, or catastrophic events • Support regional activities related to disasters, including planning, organizing, equipping & training coalition for disaster response • 6 – one in each MDPH Hospital Region
HMCC Functions • Active in all phases of disaster management cycle • Specific Requirements • Coordinate regional ESF8 planning • Support local planning & preparedness • Maintain 24/7 capacity to support response • Provide multi-agency coordination, advice on incident management decisions, resource coordination • Coordinate regional information sharing for situational awareness & common operating picture • Support regional recovery operations • Participate in regional risk assessment & mitigation activities • Provide administrative & fiscal oversight for activities

Discipline RepresentativesRoles & Responsibilities • Represent perspectives of colleagues in your discipline & region • Work collaboratively with group members in other disciplines • Answer key questions to support regional HMCC planning • Attend 4 facilitated meetings (Jan – June) • Review materials & consult with colleagues between meetings
Key Questions • Who are partners (other than 5 core disciplines) who should be involved/engaged in the regional HMCC? • What are resources/capacities in the region that can be adapted &/or inform regional HMCC planning? • What are the desirable attributes & capacities for the HMCC regional coordinating agency? • What are possible operating/program models for meeting required functions of a regional HMCC? • What are the pros/cons of possible governance models?
