Policymakers, educators, and the general public increasingly point to student achievement testing with large-scale assessments as a necessary component of, and catalyst for, education reform (McDonnell, 1994; Loveless, 2000; Simmons & Resnick, 1993; Smith & O’Day, 1991).   4. There is a growing list of student assessments used by schools that includes: district-administered norm-referenced tests student portfolios assessments related to government sponsored early literacy initiatives. The tests
