China: Population vs. resources • Arable land – ¼ world average per person • Freshwater – ¼ world average per person – Drought in the north (Beijing, the northern rural area is an important agricultural region) • 60% off resources exploited (2020) • 1.3 billion people • Low quality of life especially in west • Pressures on housing, education, food, employment. • Optimum population = • 700-750 million
The evolution of China’s 1 child policy • 1950-59 Government encouraged high BR “a large population gives a strong nation”. Famine in1959 killed 20 million! • 1960-73 After the famine a population boom occurred. • 1974-79 “Wan-xi-shao” policy introduced. It means Later, Longer, Fewer. Later marriages, longer gaps between children, fewer children! • 1979 onwards 1 child policy introduced
only 35.9% of the population is limited to having just one child. These people live mainly in urban areas. Many rural couples, accounting for 52.9% of the population, are able to have two children if the first one is a girl, he said. In other provinces, parents can have two children regardless of the sex of the first child, and in a few areas the rules are even more relaxed. There are some myths about China’s 1 child policy it doesn't apply to everyone! • It’s misnamed it is actually a 1 birth policy. • In Urban areas you are allowed a second child if both parents are single children • Many rural couples are able to have two children if the first one is a girl. • Ethnic minorities are not included in the policy.
