  1. Import Policy in Vogue 1. The import policy of Pakistan provides the basic control for all imports. The import policy is divided into following group notified in the shape of various appendix to the import policy. Appendix-A, Commonly known “Negative List” Appendix-B, Known as “Restricted Items” it comprises of Part I & II. Appendix-C, List of commodities not importable in used / second hand conditions. Appendix-D, List of Edible products. Appendix-E, Baggage Rules Appendix-F, List of Ozone Depleting substances (ODS). Appendix-G, List of items importable from India.

  2. Technical Aspects of the Policy • All such items which has not been included in the list mentioned in the Appendix-A, B, C, & D may be considered as freely importable. • Banned Items can not be imported into Pakistan However, the application of appendix-A commonly known “prohibition and restriction are not however, applicable on the following areas: • Foreign diplomatic missions in Pakistan • Ministry / Division / Provincial Govt. and other Govt. Agencies • Dispute or clarifications regarding import status of any items shall be refer to the Ministry concerned. • Application of appendix-C is not to be applied in case of import of baggage under the baggage rules. • However, the Federal Government may impose ban for the import or may relax the prohibition under special circumstances. • All the commodities mentioned in various appendix has been co related with HS code. The HS code and the description given in the appendix are to be carefully studied. • The exhibition materials are importable however, items mention in appendix A, B & C are not permissible.

TEMPORARY IMPORT • Any goods except those specified in Appendix-A, B & C can be temporarily imported for demonstration, display, test / trial purposes for a limited period of time. • Foreign construction companies, mineral, oil and gas sector are allowed to import machinery and equipment on temporary basis subject to submission of Indemnity bond / Bank guarantee as per direction of the collector to ensure re-export of the same. • Exhibition materials is temporarily importable subject to recommendation by Chamber of Commerce and Finance. • Mountaineering equipment by the expedition on the recommendation of the sponsoring club.

Restricted / Procedural Item Policy Restricted items are those which are importable after completion of certain procedures like quarantine certificate in case of import of live animals, plants and fresh food / fruits. For the import of fresh / dry fruits and vegetable Phyto-Sanitary Certificate issued by the country of export and Aflatoxin report to the effect that the consignment is free from diseases. Radio active material subject to approval by the Pakistan Nuclear Regulatory Authority. Certain Chemicals, Drugs & raw materials for medicine are also subject to certain conditions regarding importability by the consumable industry subject to NOC from Ministry of Health. Similarly there are certain condition given for the import of old age used machinery including ambulances and construction machinery, vehicles that they should not be more than 10 years old. Aerospace items subject to the aviation standard as defined by the Ministry of Defense and shipping equipment as per specifications issued by the Marine Authority under the shipping agency. Old and Used vehicles are banned for import however, under the transfer of residence rules / Gift Scheme, the vehicles which are not more then three years old can be imported.
