The review is checking the way the Adults and Communities Department plans and buys services. The review includes the Valuing People team. Leicestershire Learning Disabilities Partnership Board

15. What is Commissioning? • Good commissioning means finding out what services people want and need. Then planning and buying the services so there is the right kind of support, in the right places, at the right times. • It is also checking services to make sure they are doing a good job. • This means services that - meet people’s needs - help them to be as independent as possible - give people a real choice - are good value for money - support the whole community. What is the Commissioning Review? • A review is when you look at what is working well, what could be better and what needs to change • In the Adults and Communities Department at the moment, there are a few different teams who do commissioning work. • The commissioning review will check what work the different staff do. • It will find out the best ways to plan and buy services for everyone who needs social care support. • In the future there will be 1 team who plan, buy and check services. What is the Commissioning Review? • The review is about what we do for larger numbers of people NOT how we make plans for individual people and families • We want to finish the review quickly but services on the ground will take longer to see a difference Leicestershire Learning Disabilities Partnership Board

18. Valuing People team • The money the Partnership Board uses for the Valuing People team is called the Learning Disabilities Development Fund. • From April 2011 the Government will include this money in the money it gives the County Council for all services. It will not be specially for Valuing People any more. • So we need to think about the future of the Valuing People team. Leicestershire Learning Disabilities Partnership Board

Valuing People team • Sandy and Sue Disley talked about the future of the Valuing People team. • They decided to include the Valuing People team in the Commissioning Review. • This is because the Valuing People team help lots of different services get better at supporting people with learning disabilities. What happens next? • All the staff who do commissioning work have collected lots of information about the work they do. • This will all be included in the Commissioning Review. • We will look at what we have got now, and what we need for the future. • We aim to make changes in summer 2010 Leicestershire Learning Disabilities Partnership Board

23. Background • The Department of Health issued guidelines on how to work out peoples charges for non residential care services in 2002 • These guidelines were updated last year because personal budgets were being used Leicestershire Learning Disabilities Partnership Board

Leicestershire County Council’s charging policy had not been looked at since 2002 and the Council needed to make sure that the policy is good, equal and fair • A consultation took place in 2009 to ask people what they thought about the policy that is already in place and the things that will go in the new policy Leicestershire Learning Disabilities Partnership Board

25. Implementation Timescales • The new financial assessment process that will be put in place from April 2010 • Self assessment of disability related spending to be put in place from April 2010 Leicestershire Learning Disabilities Partnership Board

26. Charges to be extended to all services, except transport, and all service users or carers receive services from Adult Social Care from October 2010 • The charges are:- • Hourly rate to go up to £13ph • No maximum weekly charge • Community Meals charge to go up to £3.25 Leicestershire Learning Disabilities Partnership Board

27. Personal budget pilot starts in February 2010 • Full charging policy to be put in place for the whole time of the pilot • Review Group will work with commissioning workers and Providers to see who receives what services Leicestershire Learning Disabilities Partnership Board

28. What happens next? • A Communication Plan will be developed to make sure everyone knows what is happening. 43. Your views on its Guidance 1. Where a person is able to walk, use assisted mobility (wheelchair/aids), or use public transport, either independently or with a support to get to and from community activities or college they would be expected to do so. Guidance 2 • There will be a general expectation that people who have the potential to learn road safety and orientation skills in order to promote their independence to get to and from community activities or college by themselves will receive the support to do so. 45. Guidance 4 • Where a person cannot attend their nearest community activity or college because there is no placement available or the service cannot meet their needs then the Transport that is provided will be considered. Leicestershire Learning Disabilities Partnership Board

Guidance 4 • Where a person chooses to attend community activities or college outside of their identified locality and a local service is available to meet their needs, the cost of any transport considered necessary will be met by the person. Guidance 5 • Where a person receives a benefit to pay their mobility needs, it is expected that this will meet some if not all of their transport needs and be used fully to support their transport needs to and from community activities or college Leicestershire Learning Disabilities Partnership Board

48. Guidance 6 • Where people live in settings where their care is funded by Adult Social Care (e.g. Residential Care), their support to attend community activities or college will be provided as part of the placement Leicestershire Learning Disabilities Partnership Board
