Why Joint Working Groups? • Most efficient use of resources • Topics that impact more than one TC • Topics where knowledge base of more than one TC is critical to development of a Standard • Standards where more than one TC needs to be part of the decision-making process
What the Directives say • Directives mainly focus on ISO/IEC JTCs and JWGs • JTC1 is obvious example of an ISO/IEC JTC (but probably not what Directives are focused on) • Little on joint activities within ISO
What the Directives say • Directives Part 1, 1.11.5 In special cases a joint working group (JWG) may be established to undertake a specific task in which more than one ISO and/or IEC technical committee or subcommittee is interested. For administrative purposes the joint working group shall be placed under one of the parent committees, nominated by mutual agreement. A proposal to establish a joint ISO/IEC working group, … submitted for approval to the technical management boards.
Kinds of JWGs • Between ISO and IEC • Only ISO/IEC JWG like activity, is the work between IEC and ISO re Parts of IEC 61966 (Multimedia systems and equipment - Colour measurement and management) • IEC side is IEC/TC100/TA2 • ISO side is ISO/TC42/JWG22 (TC42&TC130) • Not really a Joint Working Group • Dual logo and dual voting but not clear procedures for balloting and comment resolution
JWGs Within ISO (that I am aware of) • TC130/JWG7 (TC42 and ICC) - Color Profile Spec • TC130/JWG8 (TC42) – Colorimetry • TC42/JWG20 (TC130) – Camera Characterization • TC42/JWG21(TC130) – Densitometry • TC42/JWG22 (TC130) – ISO Coordination ISO/IEC Joint Color Management Work • TC42/JWG23 (TC130) – Color Management • TC42/JWG24 (TC130) – Viewing Conditions • TC171/SC2/JWG5 (TC42, TC130, TC46/SC11) – PDF/A
Our experience in TC130 • JWG concept has proven to be an efficient way to work • USTAG process works well only because of the people involved • CD, DIS, FDIS ballots circulated to involved USTAGs • Ballot results consolidated and resolved by representatives of each USTAG involved and circulated to all participants for review prior to submission • Single US recommendation and single set of US comments provided to ANSI for US response
The issues that impact USTAGs • Extra time required for resolution and consolidation of comments • Making sure primary USTAG Secretariat remembers that it is a JWG • Coordination of US position when there are conflicting comments between USTAGs • Identification ballot documents requiring multiple interest group involvement • Recognition of multiple TC involvement

Recognition • Some ISOCS Comments: • We are following the ISO rules, and cannot go to the WG in the foreword of an ISO standard. • …. this would be a deviation to the ISO rules always followed in the foreword of ISO standards. • … ISO International Standards are developed by committees based on national membership. Working groups are simply groups of experts working under the authority of a committee but the standard is developed under the aegis of and approved by the parent committee(s).

What ISO needs to do to help • Recognize existence and validity of ISO JWG work • Provide clear identification of documents that are to be balloted to the National Body interest groups of more than one TC • Provide more guidance in the directives: • For the operation of ISO JWGs • For the recognition of participants in documents produced by JWGs
