Implementation Arrangements CHSED is being implemented jointly by UNESCO and UNDP CHSED Programme duration is 2,5 years starting in August 2008 Joint Programme Unit under a unified management, financed by the Spanish MDG-F in NY. Budget of USD 3,2 million shared between UNESCO and UNDP respectively at 1,3 and 1,9 mil.

  3. Programme Components (1) • The conversion of the National History Museum into a modern cultural institution • Protection of and access to the country’s most important archeological parks – Apollonia and Antigonea • Strengthening of capacities of state employees and other cultural professionals to manage, preserve and present Albania’s cultural heritage

  4. Programme Components (2) • Creation of new economic opportunities through cultural tourism for Gjirokastra and Berat • Strengthening of national policies to safeguard Albania’s cultural heritage • Development of new capacities and resources to promote a more accurate image of Albania abroad.

Summary of anticipated results (1) Study on new fiscal mechanisms on cultural heritage management available Inter-ministerial committee for the Convention on Cultural Diversity established; Two booklets on the Convention translated and distributed; Ministry officials trained on the Convention National Coalition for Cultural Diversity established Architectural Competition on new uses for historic structures implemented “How-to” Manual on how to transform historic building on economically profitable centers published and owners trained

Summary of anticipated results (2) Cultural indicators study for Cultural Tourism Strategy developed and adopted Advisory Board for the NHM established and met in Tirana Draft Concept Paper / Strategic Guidelines for NHM management and governance approved First reconstruction activities started Assessment of fiscal, management and governance structure of two archaeological parks performed and recommendations shared Risk management plans for the two sites available and implementation started

Summary of anticipated results (3) Machines and/or services obtained for documenting, digitalizing and archiving Albania’s film industry Study tour including training conducted for management professionals of cultural heritage sites in conservation practices, security procedures, and risk management Curriculum developed and approved for tourist guides at cultural sites and monuments, and guides trained New MA-level program in Arts and Cultural Resource Management designed Tourism Information Center reconstructed and signage improved in Berat and Gjirokastra Visitor information materials in both cities published

Summary of anticipated results (4) Map guides produced for Antigonea and Apollonia Signage from nearest towns to Antigonea and Apollonia improved Artisan community organizes nationally and has input in draft law on handicrafts Comprehensive support to selected artisans in coordination with donors Projects carried out implementing the National Action Plan for the Alliance for Civilizations Strategy for Albania’s cultural marketing submitted Cultural diplomacy concept elaborated and first materials produced Trainings implemented for future cultural attachés
