Categories of Firearm Unit Standards CATEGORY 1 117705: Knowledge of the Firearms Control Act, 2000 (Act No. 60 of 2000) CATEGORY 2 119649: Handle and use a Handgun. 119650: Handle and use a self-loading Rifle or Carbine. 119651: Handle and use a manually operated Rifle or Carbine. 119652: Handle and use a Shotgun. CATEGORY 3 123515: Handle and use a Handgun for Business purposes. 123514: Handle and use a Shotgun for Business purposes. 123511: Handle and use a self-loading Rifle or Carbine for business purposes. 123519: Handle and use a manually operated Rifle or Carbine for business purposes • This category is currently applicable for the renewal of existing licenses and will now become the entry level or “Learning assumed to be in place” for all other firearm Unit Standards. This category is also the entry level to category 2. • This category is the requirement for private firearm ownership or first time firearm ownership. In other words these Unit Standards are the equivalent of what is known Internationally as BASIC LEVEL. This category is also the entry level to category 3. • This category is applicable to Security guards and anybody else who is issued with a company firearm. This category is for firearms licensed to a company or institution for “business purposes”. What this means is that a Security Officer who carries a Handgun, will be required to complete firstly 117705, then 119649 and then 123515. This category can be seen as an INTERMEDIATE LEVEL or duty related level. This category is also the entry level to category 4.

  18. Qualification Shoot Table CATEGORY 3 123515: Handle and use a Handgun for Business purposes. Handle and use a Handgun for business purposes Target is hit accurately with control of bullet impact and accountability for 80% of shots fired. I. e. to be declared competent the learner must achieve 20 out of 25. Accurately means 80% of shots fired must appear on the target. The term accountability refers to the accuracy of the shots fired. The handgun must be fired with two hands, but may not be dead-rested. Controlled Scenario 1 (for semi-automatic pistol) The pistol is presented from the holster and five rounds are fired, a magazine change is completed and five more rounds are fired. All ten rounds must be fired in a time of 20 seconds. Notes: Distance to target must be 7m. Any standing stance may be used. The target size must be A4. The scenario is to begin with the firearm loaded to a safe carry condition applicable to normal everyday carry. The firearm is to be presented from a holster that is securely attached to the person and which complies with legal requirements.

These same practical & theoretical elements would be taught/assessed by an instructor or assessor. It is therefore critical to ensure that instructors & assessors are correctly graded.

Current challenges affecting the industry • An ineffective data management system – no monitoring of firearm training – no communication – de-accreditation without warning • Training providers not uploading to the NLRD • Fraudulent certificates being accepted by the SAPS • The registration of unqualified assessors & trainers • No practical verification – skill level of U/S not being met • No credibility in the SASSETA certificate • Insufficient quarterly report • Shooting ranges don’t form part of the verification process • Insufficient Verification reports • Substandard training material being accredited

  23. What is required? • A data management system that can monitor training on a daily basis countrywide • A guarantee that providers will upload to the NLRD • A way to stop fraudulent certificates being accepted by the SAPS without creating any backlog • Only register qualified, competent assessors & trainers who have been practically assessed • On going practical assessment & verification to ensure that the U/S skill level is being met • Bring credibility back to firearm training • More relevant quarterly & verification reports • On range verification & monitoring of training • Standardisation of certain parts of training material & systems

The PFTC Solution • Providers upload learner achievements through the PFTC DMS • Real time monitoring of firearm training on a national basis • Our DMS allows email communication with all providers on our system – warning notification before de-accreditation. • Guarantees learner achievement uploads to the NLRD by issuing a statement of results (without which – no acceptance by SAPS) • Solves the problem of SAPS accepting fraudulent certificates • Proper grading of assessors, moderators & trainers • On going practical verification – 48 verifiers countrywide • A hands-on practical approach ensuring that standards are met will bring back pride & credibility to firearm training • The introduction of a sufficiently enhanced quarterly & verification report • Stakeholder participation

Standardisation of systems & materials • The PFTC has introduced the following standardised documents/systems • A PFTC “leaner satisfaction survey” – direct contact with learners • A PFTC learner registration form – aligns with DMS • A PFTC qualification shoot page explaining requirements & best practice • The SCV numbering system – (manual number – learner number – certificate number – aligns to statement of results) • Standardised moderation report • Enhanced quarterly & verification reports • Grading system for assessors, moderations & trainers • Standardised portfolio of evidence & control document

Developmental Approach • Reasonable phase in timeframes will be provided for all new changes. • Guidance & support will be offered during the grading process • Training Providers currently accredited by SASSETA will be recognised as accredited with the PFTC – no reaccreditation process only an application form and supporting evidence is needed. • Training material review by subject matter experts – free examples of effective assessment tools will be provided if necessary – No supplier changes needed. • Review equipment requirements needed at a training centre in terms of training aids, facilities & resources for different U/S (eye & ear protection, dummy rounds, dummy guns etc.) • Support will be available for previous unresolved problems.

  30. Training Provider Certificate Template • The LMS certificate program allows the training provider to print their own company certificate directly from the PFTC LMS. This function is compulsory and will be activated manually by the PFTC. • A unique certificate number is generated by the system which includes: • A Student Certificate Verification (SCV) number • PFTC computer generated number

  31. Statement of Results • The SASSETA certificate is now replaced by a PFTC statement of results page, which is printed by the training provider directly from the PFTC LMS

  33. Regulation 21 • The PFTC LMS also provides a function for generating Regulation 21 reports. These reports will tell a security company the exact competency status of all security officers working for the company at any given time throughout the year. • The Regulation 21 function also allows for the tracking of a security officer’s history if he moves from one company to the next. • The function also provides renewal notifications for expiring competency certificates. • This function will be released in stages to avoid confusion while Training Providers become familiar with the LMS.

Training Centre & Club Member Function • All training centre information regarding Staff Competency Certificates, Company Firearm Licenses etc can be entered onto the system –The LMS will then give you warning notifications for all, before expiry dates. • The PFTC LMS also provides a database which can be used for those training providers who are offering member activities for fun shoots, competitions & non-unit standard based training activities. • You can also use the LMS as a client data base – send out email communication – Reminders for expiring licenses and competency certificates. • From Stakeholder feedback we are able to continually make upgrades to the LMS if required.

  35. Training Provider Costs • The LMS system will cost each training centre R386.00 per month. This fee will be deducted by debit order. • Learner Achievement Upload costs are R20 per Learner, per batch. Cost is calculated per learner and NOT per unit standard i.e. 5 unit standards allocated to the same learner in one batch = R20 • No other compulsory or hidden fees. • The activation process requires a double instalment upfront: This payment covers your first month and your bank deposit for the debit order activation. • The debit order will not start until your accreditation has been awarded. • Membership and related fees to the PFTC is voluntary. • Membership specifically relates to Designations and not Qualifications and unit standards. • Cost comparison - moderation Questions
