The Israeli Doctor Is A Tool In Service Of The Jailer Violation of the Profession’s Ethics FRIENDS OF HUMANITY INTERNATIONAL HUMAN RIGHTS ORGANIZATION Vienna – Austria 2007
No Palestinian Is Invulnerable The Israeli Occupational Forces arrests Palestinians of all categories no matter were they women…children….aged… youth or others. Palestinians show special concern with the issue of prisoners as a national cause. It signifies the agony and deprivation which Palestinians in general experience under the occupation
Purely Humane Profession Practice of medicine .. A moral profession, Humane commitment, Unbound to time or place. Mission …. Save the patient's life, Relieve the patient's pain and eliminate symptoms, Improve the patient's physical and psychic health condition.
Israeli Medical Transgressions • These ethics are established practices for practitioners, • Established practices are different for Israeli doctors working in jails and detention centres, • Doctors extend immense cooperation to the security and military squads in torturing prisoners and forcing out confession. ◙ The most outrageous immoral roles performed by the doctors at the jails are:
The Doctor is Part of the Team • The jail doctor is affiliated to the army and jails authority not to a civilian health care institution. • The doctor wears his army costume while treating the patients which builds a sort of barrier between them. • For the prisoner the doctor and the jailer are the same.
A Special Prisoner's Health Form • The doctor prepares a special form for the prisoner's health condition called physical fitness form. • After conducting the initial checkups, the doctor identifies the prisoner's physical weaknesses. • Reporting these weakness to the interrogation squad The interrogation squad manipulates these weaknesses in pressuring the prisoner to force out his confession
The Prisoner is Treated as a Terrorist During Medical Treatment The Israeli doctor treats the Palestinian prisoner as a ravager and terrorist not as a patient; therefore the prisoner has no claim to humane treatment. This notion is revealed by the doctor's malicious looks and the act of cursing and swearing at the prisoner during checkup.
Blackmailing the Detainee The jail clinic is utilized to:Connect the agents who cooperate with the jail administration to pass reports on the detainees.Bargain medication for cooperating with the administration. Bargain medication for ending the hunger strike.
Hiding Torture Traces The doctors eliminate the traces of beating and torture on the detainee's body before he is taken to the court or visited by human rights organizations or the Red Cross.
Surgeon or Butcher Perpetrating inhumane violations that are inconsistent with the profession's code. Anas Shehada, 24 years old prisoner from Beit Eksa in southern Ramalla who was subjected to administrative detention at Naqab camp on 6 December 2003, is a witness of these violations. He was not given anesthetic during a surgery for removing the appendix at Soroca Hospital in Beer Al Sabe'…..
Anas Shehada ….. Surgery Without Anesthesia The prisoner narrated the hours of panic and brutal treatment he suffered during the surgery the doctors performed while his hand and feet were tied. His yelling and falling into unconsciousness several times during the surgery did not affect his surgeon who responded to the nurse's entreaty for mercy for the patient with cursing murmurs describing the prisoner as a ravager.
Doctor or Jailer The doctor takes over the dual role of the jailer and interrogator by mercilessly beating, rebuking and pressuring the prisoner as in the case of Islam Badran who a 21 years old prisoner is languishing at Naqab jail. He suffers from several diseases including sight loss, tympanitis and bullet wounds in his arms and legs. When he was sent to the jail clinic, the doctor there said that he could not get any treatment because it would be costly to the State of Israel and that he should have died…
Prisoner Mansour Mawqid The condition of the jailed Mansour Mawqid is no better. He is from Salfeet and suffers from several diseases the severest of which is semi-acroparalysis and excision of half his bowels. The prisoner says that during his presence at Ramlah hospital he was cursed with bad swearwords. The gravest offense was when one of the nurses slapped him violently on his left cheek while he was lying in cuffs on his bed with the surgical tubes fastened in his throat and nose which caused severe bleeding in his face.
The jailed Mansour Maqid was beaten while lying in cuffs on his bed at Ramlah hospital
Inadequate medication Israeli doctors are used to prescribe Ackamol pills to the Palestinian patients
Inadequate Prescriptions when visiting the jail clinics the prisoners got used to hear: "have a glass of water"
The Demise of Prisoner Jamal Saraheen is a True Example of the Premature Deaths Among Prisoners 187 prisoners were martyred due to torture, killing after detention or as a result of intentional medical negligence The last among the deceased prisoners was Jamal Hassan Saraheen from Beit Owla in Hebron who died at the desert jail of Naqab on 16/1/2007
The jail administration refused to hospitalize Saraheen ◙ The deceased prisoner suffered from numerous blood and lungs diseases while the jail administration refused to hospitalize him. The prisoner, who was jailed and subjected to despotic administrative detention on 18 May 2006, had neither been charged nor brought before a just trial. On the contrary, the administrative detention was extended in November for an additional period of six months.
The demise of Sarahin is an example of the avoidable premature death cases We may say that the death of Saraheen is a true example of the premature death cases which can be avoided if proper medical services is given to the prisoners. The successive deaths among the prisoners certainly indicate the poor standard of health care at the Israeli jails.
inadequate health care for women prisoners at the Israeli jails
Tying Hands During Baby DeliveryWhat: Baby delivery Who: pregnant Palestinian prisonerWhere: Israeli jails How: Delivery with hands cuffed
▼Based on the above mentioned incidents we may conclude that the official Israeli policy towards the Palestinian prisoners intends to overlook their needs for health care and to neglect their medication which undermines their health conditions and helps to spread diseases among them.
Prisoners of Palestine / don’t they have the right to medication?
Statement Israeli former Minister of Health (Dane Nafeh) 18 August 2004 "Any prisoner suffering from poor health complications shall not be admitted to the Israeli hospitals (during the strike they conducted in August 2004) " Israeli hospitals …. Palestinian prisoners are not allowed in
The statement of Israeli Minister of Health indicates the Israeli policy which rejects the admission of any sick prisoner to the hospital except in rare cases
Statement 13 August 2004 Israeli former Minister of Interior Security (Tsahi Hengbi) "For me prisoners are free to choose to go on hunger strike until they perish" Prisoners' lives do not count
