Gujarat “ Survey Using Electronic Total Station (ETS) and Global Positioning System (GPS)” Technology Fair- New Delhi . 15 -12- 2009 Experiences from States
Presented By : A. Bhattacharyya, I.A.S. , Principal Secretary ( Land Reforms ) & Settlement Commissioner & Director of Land Record, Gujarat State.
VISION • To undertake detailed resurvey in Gujarat and create updated land records including textual and spatial information • Enabling establishment of a system which will help in the continued maintenance of updated land records • Provide ready and smooth access to required information to all stakeholders
Background of Land Survey in Gujarat…. • Gujarat State is pioneer in the country having it’s survey records up to land parcels known as Tippans • Land Survey was carried out long ago by Britishers and old Princely States of Gujarat during 1880 to 1915 . • The object of the survey was to collect Land Revenue from the owner of land in proportion to the area they held. • As per The Bombay Land Revenue Code, 1879 survey should have been conducted after 30 years of original survey.
Land Record Information in Gujarat • Current Scenario….. • The Government, through its organization, performs mainly two functions: • Maintenance and updationof land records (textual records, including village form No. 6 ( Hakpatrak ) and Village Form No. 7/ 12 (Satbara) and Spatial records namely village maps and field measurement books commonly known as Tippans in rural areas.- • Maintenance and updationof the textual and the spatial records in urban areas. The textual record is commonly known as Property Card.
Need for Advanced Survey Technology • The survey records are outdated • About 20 - 25% of the records have also been lost / destroyed / mutilated. • Old survey was carried out using conventional instruments available at that time – (5% Tolerance limit was allowed ) • Inaccurate records • Documents in poor shape and not available at all.
Original Tippan ( Field MeasurementRecord – unscaled)
Enlarged Tippan ( Field MeasurementRecord – scaled / digitized) * Chain - Anna Survey No. 63 * Meter-CM N
Old Village Map (Interacting & Overlapping) As per Map As per possession & benchmark As per benchmark of S.No.1 S. no.1 Overlapped Area
Gujaratpioneer introducer • Gujarat is pioneer in introducing modern survey technology • ETS since 1990-1991 • GPS since 1999-2000 • Using this ETS technology approx. 250 villages have been re-surveyed • Using GPS technology approx. 30000 hectares of land have been surveyed in Gujarat
ETS & GPS Survey Machinery
What is Electronic Total Station Machine • ETS is an new generation modern survey • instrument. • It is an optical theodolite combined with Electronic Distance Measurement ( EDM ) instrument and a mini computer which is helpful in collecting data of; • Distance • Angle • Height. • ETSreads, records & displays horizontal and vertical angle digitally. It stores the data in its internal data recorder. Precision of the instrument varies between 1“ to 7” (Seconds )
What is Electronic Total Station Machine …. • Within the overall objective of XYZ data, the following 12 kinds of detailed data are also displayed • HA = Horizontal Angle • VA = Vertical Angle • AZ = Azimuth or bearing • SD = Slope distance • HD = Horizontal distance • VD = Vertical distance • N = Northing • E = Easting • Z = Elevation • Code = Feature Code • 11. Time • 12. Point No = Serial Point No.
What is GPS ? • Global Positioning System (GPS) is satellite navigation system • It is based on a constellation of 24 satellites orbiting around earth at a very high altitude, • The system can be used to measure position of the object on the earth surface in a continuous measures • This Mapping Datum created known as World Geodetic System -84 ( WGS-84)
GPS Measurements We are somewhere on this sphere • GPS is based on satellite • ranging, measuring distance from Satellite • Second measurements put us somewhere on this circles & narrows down our location • By third measurements we get accurate location
Use of ETS & GPS in Re –Survey Jamnagar District - A Case Study • Establishment of GPS Ground Control network • Z Value Validation – MSL Data from Survey of India • Detailed survey of each land parcel with ETS • Generation of all District, Taluka, Village and Land Parcel Map with Latitude / Longitude and Z data. • Distribution of land parcel map to every land holder along with validation • Preparation of allied land records and promulgation of record.
Jamnagar District Total Area : 14,125 Sq. K.M. No. of Talukas : 10 No. of Villages : 695 No. of Land Parcels : 4,46,030 + sub divisions
Establishment of Ground Control Network by DGPS

New Land Parcel Map જિ. જામનગર સરવે ન. 132 તા. કાલાવડ ગામ કાલાવડ ધાક. મગનભાઇ નાનજીભાઇ મહેતા With Lat / Long & Dimension સરવે મામલતદાર, જિ.જામનગર
Outcomes expected from Jamnagar Resurvey • Geodetic network with co-ordinates and sketch of the control points showing their description and location. • District map, taluka maps, village maps and Land Parcel Maps with lat-long. • The map projection and coordinates of the control points will be WGS 84 datum based • Seamlessly mosaiced district digital database with layers of various topographical details & GIS. • Digitized copies of the Village maps showing features like Survey No. , Name, Chalta No. will be obtained • National level unified Village code • Village map as per National mapping policy & land use pattern with unique feature code will be obtained.
