Solano Transportation Authority’s Role • The STA is responsible for countywide transportation planning, programming transportation funds, managing and providing transportation programming and services, delivering transportation projects, and setting transportation priorities. • Member Agencies include all seven cities and the County of Solano
Pedestrian Funding Challenges Prior to the adoption of the Alternative Modes Fund Strategy in 2006: • Independent funding stream for pedestrian projects didn’t exist • Projects that did receive funding were generally split in small phases to match available funding • Local match coordination for State and Federal fund sources was generally tackled at the local level
Alternative Modes Funding Strategy Solution (FY 2006-07 to FY 2008-09) Created an overall funding strategy of over $1 million for pedestrian projects through a combination of discretionary fund sources: • Transportation for Livable Communities Program (MTC- Federal) • Transportation Development Act Article 3 (MTC-Federal) • MTC Bicycle/Pedestrian Program (MTC-Federal) • Transportation Fund for Clean Air (BAAQMD-Local) • Clean Air Fund (YSAQMD-Local)
Pedestrian Fund Implementation Process Summary • Ped Funding indentified through the Alt. Modes Funding Strategy • PAC recommended priority pedestrian projects for Board funding approval through a competitive process • Project sponsors coordinated with STA, MTC, and Caltrans staff to implement their projects
Benefit of Alt. Modes Fund Strategy Implementation • Created a larger pool of funding • Project sponsors were able to count on local match for Federal funds with TDA Art. 3, Clean Air, and TFCA funds • Incentivized projects to be ready for implementation at the time of expected programming year • Strengthened the role of the PAC and the Countywide Pedestrian Plan in programming of pedestrian funds
Implementation Issues • Pedestrian funding spread out over multiple projects wasn’t as desirable • PAC wanted to be more equitable and divided funds into relatively small amounts of Federal funds for selected projects • Federally funded projects under $100,000 is not desirable • Projects were phased to small user segments and need additional funds to be completed • Need to identify funding for other project development aspects • Available funding was geared primarily for capital improvements • Project Sponsors needed funding getting projects through the design and environmental process
Going Forward • Upcoming Federal Fund cycle provides new opportunities for pedestrian projects • Began inventory funding needs for planning, design and construction • Creating a broader funding strategy similar to the Alternative Modes Fund Strategy Examples: • Consider road and transit funding for complete streets implementation • Consider available funds for specific project stages (planning, design, construction • STA PAC and Countywide Pedestrian Plan will play a role in STA’s TLC/PDA Program and Climate Initiatives discussions.
