MEETING PURPOSES: Public Scoping Meeting for the Proposed “LA-3” Ocean Dredged Material Disposal Site Designation EIS • Describe EPA’s ocean disposal site designation process • Describe the Purpose and Need for designation of the LA-3 disposal site • Describe tentatively identified alternatives to be evaluated in the EIS • Encourage scoping comments from interested parties in Orange and Los Angeles Counties • Identify other public comment opportunities, and Next Steps

Overview of EPA’s Site Designation Criteria Public Scoping Meeting for the Proposed “LA-3” Ocean Dredged Material Disposal Site Designation EIS • Minimize interference with other uses of the ocean, including fishing and navigation • Limited in size to minimize impacts and facilitate monitoring and management • No significant adverse effects outside the site boundary, or to beaches, shorelines, etc. • Where feasible, beyond the continental shelf break to minimize coastal zone impacts • Where feasible, at historically used disposal locations to minimize cumulative effects

PURPOSE and NEED for LA-3 Public Scoping Meeting for the Proposed “LA-3” Ocean Dredged Material Disposal Site Designation EIS • “Beneficial Re-Use” is preferred, but not possible for all material from all projects • Existing LA-2 site has unspecified, but limited, capacity • Existing LA-2 site is not practicable for all dredging projects in the region to use • LA-3 is a historically-used disposal site (its “interim” status expired on January 1, 2003) • LA-3 is off the continental shelf

Tentatively Identified Alternatives for the EIS Public Scoping Meeting for the Proposed “LA-3” Ocean Dredged Material Disposal Site Designation EIS • “No Action” – Do NOT designate LA-3, and continue use of LA-2 without a specific annual volume limit • “Maximize use of LA-2” – Do NOT designate LA-3, but set an annual volume limit for LA-2 high enough to serve the whole region • “Local Use of LA-2 and LA-3” – Designate LA-3 with a volume limit to serve Orange County projects, and set a limit at LA-2 to serve Los Angeles county projects • “Maximize use of LA-3” – Designate LA-3 with a volume limit high enough to serve the whole region, and set a volume limit at LA-2 to serve only those Los Angeles County projects that cannot feasibly use LA-3

Recap of Next Steps, and Other Opportunities to Comment Public Scoping Meeting for the Proposed “LA-3” Ocean Dredged Material Disposal Site Designation EIS • EPA expects to release a draft EIS for public review and comment by Spring, 2004 • After review of comments and any needed revisions, the Final EIS should be out in Summer/Fall 2004 • Concurrent with release of the Final EIS, EPA will publish a site designation Proposed Rule, and accept further public comment on that • A final site designation decision could then be made in Fall/Winter 2004
