Flood Early Warning System Project Mekong River Commission with funding from OFDA, Cambodian Red Cross,American Red Cross, and the International Federation of Red Cross and Red Crescent Societies GOAL: Through improved flood warnings, vulnerable communities in Cambodia will reduce their risk to higher-than-normal annual floods.
Objective and Outputs Objective • Develop flood-referencing tools, methods and protocols to enable flood-vulnerable populations in Cambodia to understand and effectively respond to MRC prepared warnings. Strategy • Build on the existing CBDP program of the Cambodian Red Cross. • Use the Red Cross Volunteer (RCV) network to reach each community. • American Red Cross provides TA and oversight. Federation provides TA via Regional Delegation.
Activities BEFORE FLOOD SEASON • RCVs already trained in CBDP by CRC conduct baseline survey on vulnerability. • RCVs assist MRC with Village Flood Markers installation (3-5 per village) • RCVs and MRC install Village “Billboards” for presenting forecasts and alerts to Villagers.
Activities DURING FLOOD SEASON • RCVs record Village Flood Markers twice a day. • MRC reports River Station levels and predictions/forecasts to CRC NHQ daily. • CRC NHQ relays information from MRC to RCVs and reports Village Flood Marker readings back to MRC. • RCVs update and maintain Billboard info and village flood maps.
Activities AFTER FLOOD SEASON • RCVs and CRC staff work with villages’ leaders and villagers to assess effectiveness and how to improve referencing and forecasts for subsequent floods. • Project will design and produce an EWS manual that has specific guidelines for each village.
Fine Tuning • Throughout the life of the project the methods of information dissemination and communication will be refined and improved by means of continual feedback and input from the Villages. • As more years are added to the database, the forecasts should become more and more accurate.
The Future • In 2004 expand throughout Cambodia – Up to 46 Villages in 5 provinces • In 2005 Expand to Lao PDR with Lao Red Cross Society with support from CRC, AmCross and the Federation as needed.
