C-130 Hercules • The C-130 Hercules performs diverse roles, including airlift support, airdrop, Antarctic resupply, aero-medical missions, weather reconnaissance, aerial spray missions, firefighting duties for the U.S. Forest Service and natural disaster relief missions both peace and war situations • C-130 Variants: 554 total acft – 89 “J’s” and 465 “Legacy” acft • C-130 E / H / H1 / H2 / H2.5 / H3 / J • AC/EC/HC/LC/MC/WC-130s • Legacy C-130 Mods discussed in this briefing: • Avionics Modernization Program (AMP) • Center Wing Box Replacement (CWR) • Identify Friend/Foe Transponder - Mode 5 • 8.33 kHz Radio Frequency (VHF) • Large Aircraft Infrared Countermeasures (LAIRCM) • AC-130H Outer Wing Replacement • Flight Deck Armor Plate
C-130 Avionics Modernization Program (AMP) • Planned quantity; 221 aircraft: • 3 Mission Series – C-130H2, H2.5 & H3 • (USAF Combat Delivery) • 123 ANG, 84 AFRC, 14 Active aircraft • FY12 PB Request: $235.6M • Total program cost: $6.4B ($4.2B remains) • HAC-D cut $43.2M in FY12 appropriation— • AF needs funds to be restored • Meets FAA/European Air Traffic Mgt & • Nav/Safety mandates • Resolves obsolescence issues • Replaces Analog Gauges w/ Digital Displays • including Head-Up Displays • Standardize aircraft configurations • Reduce total cost of ownership
C-130 AMP Status • Aircraft Production: • Initial Design, Kit Fab and Installs completed by Boeing (Long Beach), who will compete for AMP’s Full-Rate Production (FRP) • First 2 AMP aircraft are at Little Rock AFB being used for aircrew training • Low-Rate Initial Production acft (26 aircraft) will deliver starting Oct 11 • Initial Operational Test & Eval on track to start Jan 12 w/ first 5 aircraft • Full-Rate contract will award in FY14 for remaining 192 aircraft • On track to award contract in Jan 12 for Company TBD to compete w/ Boeing for the Full-Rate Production contract • Company TBD will gain experience by installing 5 AMP kits to reduce risk in their cost proposal build for Full-Rate competition • This process will allow Company TBD to fairly compete w/ Boeing for Full-Rate Production contract
C-130 Center Wing Box (CWB) Replacement (CWR) Description Center Wing Box • WR-ALC schedules new Center Wing section installs when aircraft reaches 38,000 Equivalent Flying Hours (EFH) • 37’ Long, 7’ Wide, 3’ High • FY12 PB Request: $22.4M • Funds 7 Installs • 43 Aircraft Completed (In-work) • 20 – C-130H1 (5 In-work) • 10 – MC-130 (5 In-work) • 3 – EC-130 (1 In-Work) • 4 – HC-130N/P • 6 – AC-130U (1 In-Work)
C-130 Mode 5 Identification Friend or Foe (IFF) Update • Electronically identifies DOD aircraft as “friendly” to allied/US military radars • Mandate for all DOD aircraft to begin upgrading to a secure IFF link, with Initial Operational Capability in 2014 • Air Force has funded this upgrade for all C-130 legacy platforms • FY12 is the first year of this program—will be complete by FY17 • FY12 PB Request: $18.2M • Total Program Cost: $28.8M

Takeaway • Without AMP upgrade, C-130s will have a very difficult time operating in FAA airspace after 1 Jan 2020 • Funding stability for AMP is required to keep the program on track in FY12 • FY11 CRA Impacts: • AF used FY09 $$ to mitigate FY11 AMP funding delays • No impacts to remainder of the C-130 mods programs • AF requests that HAC-D $43.8M reduction to AMP be restored in Conference
