The Importance of Green Public Procurement in the Construction of the Sustainable Development Only a few percent of public organizations systematically use environmental criteria – just 10.5% of the orders had "green" character. The main barrier to wider implementation of GPP in Poland are:  lack of public administration’s awareness,  lack of information among officials,  legal obstacles. The City of Lodz Office

Polish Realities The basic instrument for regulating issues relating to procurement is the Public Procurement Law, which relates directly to environmental issues in three articles: Article 24 - the catalog of crimes result in exclusion from the tender has been extended to crimes against the environment. Article 30 - provides that the functional requirements in the item description may include environmental characteristics, Article 91 - states that evaluation criteria are price, or price and other criteria relating to the subject of the contract. Building awareness – first step to implementation of GPP National Action Plan on Green Public Procurement for 2010 – 2012 The general objectives of the document are: increase the level of Green Public Procurement at the national level to20%; stimulate the market by creating demand for products that meet high environmental standards, and innovative environmental technologies by the public administration. National Action Plan on Green Public Procurement for 2010 – 2012 The specific objectives are: increase awareness of the GPP; increase in the percentage of procurements taking into account the environmental aspects; increasing the number of operators holding a verified environmental management system; increasing the number of Polish national Eco-label certified products and / or sign the EU Ecolabel. Building awareness – introduction to changesGPPinfoNET – Lodz (1) March 2010 - Inauguration of the network in Polandwith Livia Mazza (Ecosistemi)andBarbara Armanini (Province of Cremona) The main goal- reach out to public entities with information on the possible use GPP and introducing the European and national legislation on the issue of green public procurement.

Building awareness – introduction to changesGPPinfoNET – Lodz (2) The key objectives: dissemination of information on GPP in the region; initiation and stimulation of debate regarding GPP in the region and country; exchange of good practice between authorities, public entities; promotion of GPP by providing practical environmental performance indicators in public tendering information about the possibilities of strengthening the use of GPP and the National Action Plan for GPP; establish a platform for exchange of experiences, information and knowledge on the arrangements for environmental procurement; establish the basis for the practical application of GPP practices in the area of sustainable consumption and production.   9. What we have done so far? (1) Sending the 254 invitation to joining the network, based on wide stakeholders analysis – almost 17 % of positive responses. Engaged the Public Procurement Office and Union of Polish Metropolis. Lodz took part in the consultation of the National Action Plan on GPP as the only city in Poland. Established a contact person, e-mail address dedicated to network communication and a web page with a special banner on the homepage of the City of Lodz Office. Disseminate the project information and materials about the project GPPinfoNET, Regional Networks in the Province of Lodz and present the information on green procurement at the conferences.   10. What we have done so far? (1) The City of Lodz Office • Meeting of stakeholders on 26 of October 2010 – workshops - five interest groups will focus on: waste reduction and waste management strategies, environmental technologies, efficient water management, housing and spatial planning, energy. • we will try to get answers to these questions: What criteria should be included in public procurement to achieve environmental effect? How can the ecological effect would be measure (which indicators)? What are the legal barriers and how to overcome them?
