  1. Natural Hazards Mitigation in Oregon Welcome! Josh Bruce Assistant Director Oregon Partnership for Disaster Resilience Community Service Center, University of Oregon jdbruce@uoregon.edu

  2. Overview • About OPDR • Local Mitigation Planning • State Natural Hazards Mitigation Plan • Statewide Survey • Feedback!

  3. What is OPDR? OPDR coordinates limited resources to generate activity that could not be accomplished by any one group or organization working alone. • The Approach: • integrated • cost-effective • systematic

  4. OPDR Activities Include: • Local & Statewide Pre-Disaster Mitigation Planning • Post-Disaster Recovery Planning for Catastrophic Disasters • Disaster Resilient University Planning • Technical Resource Development and Research

  5. Oregon’s Tiered Approach Local Activities: Planning & Implementation • Community Action Plans: Making Mitigation Happen Locally • Leveraging Existing Resources • Local and Statewide Partnerships Regional Activities • Leveraging Regional Resources and Goals: Efficiencies for Communities • Statewide Vulnerability Assessment • Tools and Technical Assistance • Disaster Resistant State • PDM Funding Statewide Planning Tools, Resources and Training

  6. Where to find Partnership Resources http://opdr.uoregon.edu

  7. Local Mitigation Planning

  8. Grant Opportunities Pre-Disaster Mitigation Hazard Mitigation Grant Program Flood Mitigation Assistance NHMP OTHERgrantprograms… Repetitive Flood Claims, National Fire Plan, CDBG, Homeland Security, Severe Repetitive Loss, etc…

  9. Local Mitigation Planning Oregon’s Mitigation Awards • Over $20 million from Pre-Disaster Mitigation Grant Program • Seismic upgrades • Wildfire mitigation • Flood acquisition / relocation • Wind... and more

  10. Local Mitigation Planning 2005 Report Findings: • A dollar spent on mitigation saves society an average of $4. • Of the communities studied, FEMA mitigation grants were a significant part of the community's mitigation history and often led to additional loss reduction activities.  • Mitigation is sufficiently cost-effective to warrant federal funding on an ongoing basis both before disasters and during post-disaster recovery.

  11. Local Mitigation Planning • Future Planning Efforts • 2011: Region 5 • 2012: Regions 7 & 8 • 2013: Region 6

  12. State Natural Hazards Mitigation Plan

  13. Statewide Survey Survey Assessed: • Local planning and implementation • The need for technical resources • Ideas for improvement

  14. Statewide Survey • 1998 Goal 7 Survey • DLCD: Natural Hazards Technical Resource Guide • Oregon Natural Hazards Workgroup • Disaster Mitigation Act of 2000 • Created incentives for mitigation planning • OPDR & Oregon’s statewide mitigation planning effort, 2000 – Present • Where are we now?

  15. Statewide Survey Methodology Methodology: • Survey Monkey • 30 questions • Local planning and implementation • The need for technical resources • Ideas for improvement • 142 persons accessed survey; 100 completed full survey (~70%)

  16. Important Caveats • Targeted sample • Not statistically valid • Response bias • Planners = 48% • EM’s = 21% • Administrators = 21% • Others (PW, Recorder, others) = 10%

  17. Survey Results Positive Key Findings “We would like to update our comp plan and code to address natural hazard mitigation. We just don't know where to start or what to do.” “Coastal jurisdictions are becoming more interested in updating their land use plan and codes...”

  18. Positive Key Findings Natural hazards mitigation planning is important.

  19. Positive Key Findings Several groups are involved

  20. Positive Key Findings More jurisdictions are contacting state agencies for hazards data, maps, or guidance in conducting risk assessments.

  21. Positive Key Findings A variety of plans include policies or implementing measures that reduce the community’s risk to natural hazards.

  22. Positive Key Findings • Jurisdictions are addressing more hazards in their comprehensive plans.

  23. Survey Results “So many of these plans duplicate efforts in other plans, yet there is little correlation between the plans or cohesiveness between the different departments that create them.” “We all wear multiple hats, and there is little or no capacity for additional duties.” “Funding to undertake natural hazards mitigation planning efforts would be essential for a small community like ours.” Key Findings: Issues and Challenges

  24. Key Findings: Issues and Challenges Does you’re jurisdiction have a FEMA approved NHMP?

  25. Key Findings: Issues & Challenges • Local jurisdictions need resources and information to improve hazard inventories

  26. Key Findings: Issues & Challenges • Local jurisdictions need resources and information to improve hazard policies and ordinances

  27. Key Findings: Issues & Challenges • The State Natural Hazards Mitigation Plan & Oregon Emergency Management’s Hazard Analysis Methodology are not seen as helpful resources (for the identification or description of natural hazards in comprehensive plans).

  28. Key Findings: Issues & Challenges • Not all jurisdictions are meeting Goal 7 requirements. Does your comprehensive plan address the... Potential for development in hazard areas to increase the frequency and severity of hazards? Effects of hazards on existing / future development? Frequency, severity, and location of each hazard? Yes No Not sure

  29. Key Findings: Issues & Challenges Within the last 10 years, has your jurisdiction initiated a zoning or plan designation change for a specific parcel or parcels based on the presence of hazards?

  30. Task 11: Local Plan Integration • Determine the effectiveness of local mitigation policies, programs and capabilities; • Identify opportunities to integrate and link local plans to the Oregon NHMP; and • Describe the process to support, through technical assistance and funding, the local plan update process.

  31. Survey Feedback Questions: • How much involvement do you have with Goal 7 (i.e. comprehensive land use) planning? • To what extent are planners involved in your local NHMP planning efforts? • What barriers (if any) prevent you from participating in Goal 7 planning efforts? • How can the State Mitigation Plan better assist local planning efforts?

  32. Natural Hazards Mitigation in Oregon Thank you!
