Questions? • What is the current status of AQ monitoring and reporting? • Institutional arrangements: which organizations responsible for monitoring, data collection/ quality assurance/quality control, reporting and assessment? • Monitoring data quality procedures, data handling, (un)sufficiency of the spatial coverage of the country, countrywide AQ assessment: identification of problems • Dataflow and reporting - national and international: identification of problems • What options are there for improving monitoring, spatial coverage, data quality, dataflow and assessment? • How can EEA/ ETC/ACM help?

Current situation Map 1 In accordance to Regulation on air quality monitoring network (2010) EPA has started activities for establishing National Air Quality Network. Regulation foresees 7+1 (EMEP) monitoring sites in 3 zones – South and North Critical Zones and Maintenance Zone

Measured parameters Based on monitoring results EPA makes Report on the State of Environment in which AQ monitoring data are presented
According to Montenegrin Law on Air Protection EPA proposes AQ monitoring plan to Ministry for Sustainable Development for adoption • Monitoring plan is adopted by Government • EPA opens a call to accredit institutions for AQ measurements and chooses best institutions, which fulfills foreseen conditions • Until now, in Montenegro only CETI has performed AQ measurements in accordance with Directive 2008/50 • Equipment used for AQ measurements is regularly calibrated and checked according to QA/QC plan in CETI • Monthly and Annual Reports have been sent to EPA
According to NPI Rulebook on detailed content and method of making information on air quality will be adopted until end of 2011 • After setting up National AQ Monitoring Network (7+1 automatic stations), which is minimum number of sites in accordance to Directive, assessment of spatial coverage sufficiency will be done • Main problem is who is owner of equipment for AQ monitoring, which is managed and used by CETI. • Now CETI has a status of Public Institution, but it was established as Public Administration Institution, which means that equipment is not State property. • This fact is restricting factor for EPA in efficient management of Network, and increases the cost of monitoring.
